urls for profile update to be added later with the rest of the Profile updating boilerplate
All the various things needed to hook up the User specific AppProfile for CFHT.
We don't want the no-profile message to be shown when the cfht_access_token is present, but it's not part of the cfht_profile_data.items. So, this special handling is necessary.

This PR establishes the
tom_cfhtrepo, starting from thetom_app_templateand addingMost CFHTFacility methods are not implemented and waiting on the AEONlib CFHT features which are waiting on CFHT to clarify some API details.
