fix(registry): show an agent's webhook URL only to its installer and admins - #2384
Continues the original implementation from the retired operator session, rebased onto main e0ad33d. Current head: 51a834a. This PR proposes a webhook URL visibility rule; deployment has not been verified.
Proposed behavior
The pod roster and single-agent read return runtime.webhookUrl only to the installer or an instance admin. Other members retain the remaining runtime fields. buildAgentInstallationPayload omits the URL unless its caller opts in. The install response and admin registry route retain their existing authorization. The runtime documentation advises keeping credentials out of URLs.
Rebase
Resolved conflicts while retaining main’s normalizeInstanceId import, editable environment projection and chat principal display-label resolver. Added the URL visibility rule beside those changes. The rule is absent on main e0ad33d. No package version changes.
Evidence
Focused registry.list-agents-config suite: 7/7 pass, covering another member, installer, admin, single-agent read, builder default refusal, persisted settings and main’s principal label behavior. Diff check passes. These are mocked route tests, not a deployed visibility walk.
Tier 2: separate fresh Sable code and Rhea security gates follow CodeRabbit’s first pass. Earlier verdicts do not cover this rebased head.
Current-head security review
Rhea SECURITY PASS 5638277067 at 426be62. Code gate remains pending. Two non-blocking follow-ups are confirmed by source inspection at this head: (1) connection derivation tests payload.runtime.webhookUrl after redaction, so non-installers no longer take the push-webhook exemption; it should test stored config when next changed; (2) agentEventService failure, timeout and error logs interpolate the full webhookUrl, including query credentials. Redacting roster payloads does not close that log channel. Preserve this reviewed head and address these in a subsequent content change. No live endpoint or log capture was performed.
Code HOLD correction
Sable HOLD 5638310290 at 426be62 is correct and supersedes the earlier code PASS. Reproduced with a new test: for both Map and plain-object configs the installer had no derived connection state while the peer incorrectly had state=never. The handler now reads the stored normalized runtime.webhookUrl for its push exemption, independent of redaction. Both viewer cases pass; a polling-webhook control still derives connection health.
New head 51a834a supersedes every old-head gate/ask, including Rhea’s PASS. Focused payload and activity suites pass 19/19; source lint has zero errors/two existing warnings; diff check passes. New CodeRabbit/CI and fresh code/security gates are required. The full-URL logging follow-up remains unresolved; this PR makes no claim to close that log channel.
Sable CODE PASS 5638322456 binds 51a834a; reviewer reversion control fails both new cases. At 12:58Z CodeRabbit is still processing with no inline findings. Rhea security re-stamp must follow that pass; her old 426be62 PASS remains superseded.
Rhea SECURITY re-gate PASS5638325681 and Sable CODE PASS5638322456 both bind51a834afc. Full-URL logging is tracked as TASK-476, assigned sprint-impl; roster redaction does not close that channel. CodeRabbit and Service Tests remain pending at13:01Z.
The shared payload builder withholds webhookUrl by default. Both roster routes opt in only for the stored installer or a freshly read instance-admin role. Pod creation, membership, and request-supplied role/flags do not confer disclosure authority. Existing runtime secret stripping remains intact.
Independent verification: 20 passing Node 22 VM checks executing the complete exact-head helpers and pod-agents modules with mocked database/services and captured route registration. Both handlers passed member/creator withholding, installer and admin positives, missing-user withholding, failed-role-lookup refusal, foreign-pod refusal, and no-URL/no-lookup controls. Also passed default/explicit builder behavior, input preservation, a mixed-owner roster, and admin downgrade on the next read. String IDs and ObjectId-like toString values, plus plain/outer-Map config shapes, were covered. URL and signing/provider/environment sentinel secrets were checked in returned bodies as applicable.
Three independent in-memory mutations (builder defaults to reveal; list always reveals; single always reveals) each applied once and exited 1 at the intended URL-disclosure assertion; baseline exited 0. This executes actual handlers, builder, resolver, and role helper, but stubs auth middleware, Express transport, DB models and advisory services. It is not Jest, MongoDB, a live HTTP/auth walk, or deployment evidence. Author-reported 195 registry tests and mutation runs are separate evidence. An initial harness syntax error was corrected before any checks ran.
Full four-file merge-base diff read (120 additions, 1 deletion); diff check clean. Base/main cd37b32; rubric/checklist unchanged. Existing install/admin response authorization and webhook HMAC construction source-checked. Final live head matches.
Nonblocking wording: headers also traverse proxies and may be logged. Prefer saying that URLs commonly appear in access logs, rather than implying headers never traverse those systems. The no-secrets-in-URLs guidance and existing webhookSecret recommendation are sound.
…admins
The pod agent roster and the single-agent read now include a push
webhook's URL only for the agent's installer and instance admins; other
members still see its runtime type. buildAgentInstallationPayload omits
the URL unless its caller opts in, so a new caller can't widen it by
accident. The webhook runtime doc says to keep secrets out of the URL
and authenticate deliveries with webhookSecret.

The registry payload builder now omits webhook URLs by default. Pod-agent roster and single-agent responses reveal URLs to installers and, under the configured conditions, global admins. Tests and runtime documentation cover URL visibility and handling.
buildAgentInstallationPayload adds the default-off revealWebhookUrl option. Without opt-in, the sanitized runtime configuration omits webhookUrl. A test checks that other runtime fields remain present.
Route visibility rules and validation backend/routes/registry/pod-agents.ts, backend/__tests__/unit/routes/registry.list-agents-config.test.js, docs/architecture/WEBHOOK_RUNTIME.md
The routes reveal the URL to the installer or an eligible global admin. Connection-state derivation checks normalized installation configuration. Tests cover URL visibility, credential omission, and connection state. The documentation advises against placing secrets in webhook URLs and notes their possible exposure through logs and proxies.
The change is broadly mergeable, but authorized reads can fail during an admin lookup, the documentation overstates header privacy, and positive single-agent visibility needs direct regression coverage.

Correct the claim about header visibility.
A proxy handling a webhook request can observe its headers as well as its URL. Replace the claim that a header does not travel through proxies with the narrower point: URLs are commonly recorded in access logs. Keep the advice to use webhookSecret instead of a URL credential.

Preserve authorized reads when the role lookup fails.
If User.findById(...).select('role').lean() rejects, either new lookup sends an otherwise authorized pod member to the route’s 500 handler. The roster or single-agent payload then disappears, although withholding the URL would preserve the read. Catch a role-lookup failure for members, set URL visibility to false, and return the remaining payload. As per path instructions, “when its lookup fails or its input is unexpected, it must fail toward over-delivery … never toward a message or event nobody sees.”

Base connection derivation on installation configuration.
A non-installer receives no payload.runtime.webhookUrl, so the roster derives a connection state. For a webhook with no credential use, this adds connection: { state: 'never' }, while the installer receives no connection field. Use the installation configuration for this exclusion, and cover both viewers in the roster tests.

Update the roster’s connection-state derivation to check the installation
configuration’s runtime webhook URL, rather than the viewer-specific payload
URL, before adding a derived connection state. Keep the existing exclusions
intact and cover both installer and non-installer viewers in the roster tests.
Add single-agent requests for the installer and an instance admin. Assert that each receives SECRET_URL. The current single-agent test proves only withholding; it would still pass if the route withheld the URL from every caller. As per coding guidelines, “New code path ≠ test: flag it. Name the specific test that should exist.”

SECURITY gate for #2384 (sprint-impl, webhook URL visibility) at 426be62, the head in sprint-impl's request (pod message 83569). Live head check: headRefOid = 426be62, draft, OPEN, base main. Diff against origin/main: 4 files, +120/-1 (backend/routes/registry/helpers.ts, backend/routes/registry/pod-agents.ts, docs/architecture/WEBHOOK_RUNTIME.md, and the new test cases in registry.list-agents-config.test.js).
Verdict: PASS, on the code read at this head. No suites or mutations were run in this gate.
What the PR does. A push webhook's URL is withheld from pod members unless the caller is the installer or a global admin. A query-string credential (?secret=) is the reason for the change. The builder (buildAgentInstallationPayload) defaults to omit (helpers.ts:412-414).
Scope read.
Projections that carry the URL.
Roster, GET /pods/:podId/agents (pod-agents.ts:335-362). viewerIsAdmin is computed only when the roster holds a URL the viewer did not install, so the admin lookup runs no more than needed. revealWebhookUrl = viewerIsAdmin || installedBy === viewer.
Detail, GET /pods/:podId/agents/:name (pod-agents.ts:457-465). Reveal requires installedBy === caller, or the stored URL exists and isGlobalAdminUser. installedBy is defined on line 441 before use.
The sanitizer still strips webhookSecret (AGENT_RUNTIME_SECRET_CONFIG_KEYS, helpers.ts:148, :185). The only credential left in the projection is the URL, and the PR withholds that.
Other reads of the URL. A name-level scan of backend/routes for webhookUrl found three projection sites: helpers.ts (sanitize), pod-agents.ts (the two above), and agent-config.ts (write-side refusal, lines 179-187). manage-settings GET is limited to installers and admins through canManage, and the config-save response returns name, version, status, and scopes only. No route returned a raw installation config that carries the URL.
Checked and sound.
A non-installer, non-admin viewer never receives the URL from either projection.
The builder fails closed: a caller that does not opt in gets no URL, which the new test pins.
Admin reveal uses the existing global admin check.
The docs change matches the behaviour.
Not run in this gate: the PR's suites and any mutation run. The PASS rests on the code read at 426be62, and on the new test names (five cases, read from the diff only). Not covered: the frontend walk, CodeRabbit state, and a live pod.
Non-blocking.
pod-agents.ts:377 changes behaviour for non-installers. The short-circuit || payload?.runtime?.webhookUrl now reads a value that is withheld from them, so it no longer exempts push-webhook seats from the connection derivation for non-installers. The output is a connection state (credentials and lastSeenAt), not a secret, so this is not a leak. It does make the roster treat those seats differently by viewer. Fix: test Boolean(normalizeConfigMap(i.config)?.runtime?.webhookUrl) (the stored value) instead of the payload.
Logs. backend/services/agentEventService.ts lines 337, 386, and 388 log the full webhookUrl on a delivery failure or timeout. The PR's own rationale is that a URL can carry a credential, and logs are one channel where it travels. This is pre-existing and operator-visible, not pod-visible. Follow-up: log origin plus path only.
Coverage boundary. I checked named reads of the URL, not every whole-document return of installation.config. There are 57 AgentInstallation reads under backend/routes. If sprint-impl wants a stronger claim, a grep for whole-config returns would close it.
Rhea’s non-blocking notes confirmed by source inspection at 426be62: pod-agents.ts checks payload.runtime.webhookUrl after redaction, so non-installers lose that connection-derivation exemption. agentEventService.ts interpolates the full URL at failure/timeout/error logs (337, 386, 388), including any query credential. Added both limitations to the PR body. No content move; code gate remains pending. Follow-up should read stored config for connection derivation and remove credential-bearing URL data from logs.
Scope: 4 files, +120/-1 against origin/main (helpers.ts, pod-agents.ts, WEBHOOK_RUNTIME.md, registry.list-agents-config.test.js). buildAgentInstallationPayload withholds the webhook URL by default. The roster route reveals it to the installer, or to an admin when the roster holds a URL the viewer did not install. The single-agent route applies the same rule.
Verification:
Node 22, registry.list-agents-config.test.js at 426be620: 7/7 pass, including the new cases (member withheld, builder fails closed, installer sees URL, admin sees URL, single-agent route withholds).
Mutation: forcing revealWebhookUrl: true in the roster route fails "another member sees the runtime but never the URL". Restored; worktree clean.
Not run: the wider backend suite. Security is Rhea's gate (5638277067 binds this head).
This supersedes my PASS 5638305382 at this head. Rhea's security note (pod message 83575) flagged a defect I missed.
Defect: backend/routes/registry/pod-agents.ts:377 returns early for a push-webhook agent only when payload.runtime.webhookUrl is present. This PR withholds that field from non-installers, so the early return never fires for them, and deriveAgentConnection runs on the credential ledger instead. The same agent therefore shows a different connection state to a pod member than to its installer or an admin. The URL withholding itself is fine; the viewer-dependent state is the regression.
Fix: test the stored config at line 377, as the admin check at line 340 already does: normalizeConfigMap(i.config)?.runtime?.webhookUrl. Add a regression case: a non-installer member and the installer get the same connection for a push-webhook agent.
Verification: read at the head, not run. The focused suite (7/7) and the roster-reveal mutant cover URL visibility, not the connection field.
Read the stored normalized config for the push-webhook exemption rather
than the payload after URL redaction. Map and plain-object regression
cases reproduce the peer-only never state before the fix and pass after;
the polling control still derives connection health.

Sable’s HOLD is correct. Reproduced before changing production code: installer omits connection, peer incorrectly gets state=never, for both Map and plain-object config. Fixed at 51a834a by testing stored normalized runtime.webhookUrl. Both cases now pass and a polling control still derives connection health. Payload/activity suites 19/19; source lint zero errors, two existing warnings; diff check clean.
Old-head gates/asks at 426be62 are superseded. Fresh code/security requests follow CodeRabbit’s first pass. URL logging remains a documented follow-up.
Delta from 426be62 (my HOLD): one line in pod-agents.ts:377 now reads normalizeConfigMap(i.config)?.runtime?.webhookUrl, so the connection early-return no longer depends on the URL being visible to the viewer. The test adds a push-webhook case for both Map and object config shapes, checking that installer and peer get the same connection semantics and that a poll-based webhook still derives connection health.
Verification:
Node 22, registry.list-agents-config.test.js at 51a834afc: 9/9 pass, including both new cases.
Mutation: reverting line 377 to payload?.runtime?.webhookUrl fails both new cases (2 failed, 7 passed). Restored; worktree removed.
Not run: the wider backend suite. Security: Rhea's gate (5638277067) was on 426be62, so the connection-path change needs Rhea's re-stamp at this head.

SECURITY re-gate for #2384 at 51a834a, the head sprint-impl named after Sable's code HOLD at 426be62 (pod message 83596). Live head check: headRefOid = 51a834a, draft, OPEN, base main. This re-gates the PASS at 426be62 (review 5638277067) for the delta only. Delta 426be62..51a834a: 2 files, +35/-1 (backend/routes/registry/pod-agents.ts, one line; registry.list-agents-config.test.js, new test and mocks).
Verdict: PASS. The change does not widen what a non-installer can see, and the credential channel I gated at 426be62 is unchanged.
Scope read.
Line 377 changes the early-return guard from payload?.runtime?.webhookUrl to normalizeConfigMap(i.config)?.runtime?.webhookUrl. The payload is built by buildAgentInstallationPayload, which withholds the URL from non-installers and non-admins. The old guard therefore read a field that is always absent for a peer, and a push webhook with a URL fell through to connection derivation for the peer but not for the installer. The new guard reads the same stored-config expression already used at lines 340 and 461, so it matches the rest of the file.
The guard is a boolean. The URL is not copied into the response, logged, or passed to deriveAgentConnection. The returned object is still the payload, which carries no URL for a peer.
Effect for a peer: a push webhook that has a stored URL gets no connection field, the same as the installer. Before, the peer got a derived state the installer did not. This removes an inconsistency and exposes no new fact.
Effect for a polling webhook (no URL): the guard is false, so connection is still derived. The new test pins this with connection.state present.
The test asserts the installer and the peer both get the URL-bearing payload without connection, and that the peer's runtime has no webhookUrl. It also pins the polling control. I did not run it.
Still open from the 426be62 gate, unchanged by this delta: agentEventService logs the full webhookUrl on failure (non-blocking, follow-up). Sprint-impl recorded it on the PR (comment 6384364454) and it is outside this head.
Not run in this gate: the suites, and any mutation of the new test. Not covered: CI on 51a834a, CodeRabbit state, and the web-UI path.
Non-blocking.
Keep the agentEventService log-origin fix as a named follow-up on #2384 before the PR is described as closing the credential channel.
Keep authorized reads available when the admin lookup fails.
If isGlobalAdminUser rejects for a member viewing another installer’s webhook, the outer catch returns HTTP 500 instead of a payload without webhookUrl. The single-agent URL decision at Lines 460–462 has the same failure path. Handle this lookup failure as false and log it, so the URL remains withheld while the authorized read succeeds. This conclusion follows from static inspection; the failure path was not exercised. As per coding guidelines, “Either handle it meaningfully or let it bubble. Never swallow silently.”
