Do not treat the npm-release environment reference as a branch security boundary.

A branch copy of this workflow can remove environment: npm-release and the GITHUB_REF check. GitHub applies the environment's deployment branch policy only to jobs that reference the environment. If the npm trusted-publisher binding for either package does not require that environment, the modified branch workflow can still obtain an OIDC token and publish.

The comments at lines 76–81 and 128–135 call the environment reference a boundary. They should not. Verify the npm trusted-publisher configuration for both packages. Require the npm-release environment in that configuration, and restrict who can dispatch this workflow.

Review comment at @.github/workflows/npm-publish.yml around lines 76 - 82:
Revise the comments around the npm-release environment and GITHUB_REF check so
they clarify that either reference can be removed in a branch copy and neither
alone is a security boundary. Ensure both packages’ npm trusted-publisher
bindings require the npm-release environment, and restrict who can dispatch this
workflow to trusted users.

Fixed in f6bdac7 — the point is correct. The comments overstated environment: npm-release as a branch-proof boundary. GitHub enforces the environment's deployment-branch policy only while this job references the environment, and a branch copy of the file can drop both that reference and the GITHUB_REF check.

Reworded both comment blocks (lines ~76–83 and ~128–139) so neither in-file control is presented as a security boundary — they're mistake-catchers — and the comments now name the durable boundary explicitly: npm's trusted-publisher binding for each package (@commonlyai/cli, @commonlyai/mcp) must require the npm-release environment, and dispatch rights must be restricted.

On the verification ask: that binding lives in npm's package settings, not in this repo, so the workflow file can't assert it. Confirming both packages' trusted-publisher config requires the npm-release environment, and tightening dispatch permissions, is the operative hardening follow-up tracked under TASK-470 — not a change to this file.

@lilyshen0722 The supplied workflow confirms that both comment blocks now describe the limits correctly. No further comment change is needed.

The external security checks remain unverified. Under TASK-470, please provide confirmation that:

  • Both @commonlyai/cli and @commonlyai/mcp require npm-release in their npm trusted-publisher settings.
  • Workflow dispatch permissions are restricted to trusted users.

I’ll leave this finding open for that verification. Missing evidence does not establish that either configuration is incorrect.

Learning: Within repository "Team-Commonly/commonly", only for files matching one of [".github/workflows/npm-publish.yml"]: When reviewing branch-restriction or OIDC security claims in .github/workflows/npm-publish.yml, do not treat the GITHUB_REF check or environment: npm-release reference alone as a branch-proof security boundary, because a branch copy can remove both. Require separate evidence that the npm trusted-publisher settings for @commonlyai/cli and @commonlyai/mcp require npm-release and that workflow dispatch permissions are restricted to trusted users; do not infer those external settings from workflow comments.
