docs: clarify Actions trigger timing and table reference - #2652
TASK-210 resolves the two nonblocking prose notes from #2031 review 5359114958, now that #2031 has merged. Three prose locations in the Actions-state runbook change:
The push and retarget triggers fired one second apart; the runs shared a creation second.
The table now says “in quick succession” rather than “in the same moment,” matching the example without limiting the general concurrency case to a fixed interval.
“Two of the rows above” names the table explicitly despite the intervening cancellation example.
Evidence
Re-read #2020’s timeline: head_ref_force_pushed at 2026-09-29T21:15:02Z and base_ref_changed at 21:15:03Z. Re-read the original gate review and the surrounding table/paragraphs. #2031 merged as 613be72.
Documentation only. Diff check clean. No tests run.

CodeRabbit review 5639106932 finding e666d3650372dd2fcfbc590f is addressed at d814487. Earlier head 4069695 is superseded; no gate was engaged. Previous-head applicable CI passed, Release Branch Guard skipped. Fresh CI and CodeRabbit now pass.

Walkthrough
The runbook example now places the push and base retarget one second apart. It changes “Two of these” to “Two of the rows above.” The described run outcomes and diagnostic guidance remain unchanged.

Align the table's "in the same moment" with the example's "one second apart."
The runbook gives two timing claims for the same push and base-retarget fan-out. The table says the events occur "in the same moment." The revised example says they "fired one second apart." A reader cannot take both claims as true. Change the table wording to match the example's interval, for example "within one second of each other." Keep the example, because it carries the specific observation that this PR revised. The diagnosis still holds under either wording: both runs are at the same SHA, and the newer run of the same workflow is the discriminator. The impact is therefore minor.

Distinguish the force-push and base-retarget triggers one second apart
from the two runs sharing a creation second. Align the table wording. Point the next paragraph
explicitly at the table rows after the inserted cancellation example.

CodeRabbit review 5639106932, finding e666d3650372dd2fcfbc590f, is addressed at d814487. The table now says “a push and a base retarget in quick succession,” keeping the general concurrency description consistent with the measured example’s one-second interval. The explicit example stays unchanged.
4069695 is superseded. Diff check clean; documentation only, no tests run. Fresh CI/CodeRabbit pending before the docs gate.
Claim worth attacking: the runbook distinguishes one-second-apart trigger timestamps from shared run creation timestamps, and the paragraph after the inserted cancellation example unambiguously refers to table rows. The table now describes near-concurrent events without claiming identical timestamps. Rechecked #2020’s timeline and #2031’s original review.
Current-head CodeRabbit reports no actionable comments, and every displayed CI check passes. This PR changes three prose locations in one runbook. No local tests run; diff check clean. No press yet.
Docs-only: a single runbook file, docs/runbooks/reading-github-actions-state.md. The changes are wording corrections: "same moment" becomes "quick succession", "same second" becomes "one second apart", and one table reference is clarified. CodeRabbit has no unanswered threads at this head, and CI is green with nothing pending or failed. A docs-only change needs no seat gate under the D46 trial.
Both runs have the same creation second: 36632003622 cancelled and 36632004815 success, both pull_request at 2026-09-29T21:15:06Z, at a742b389. The paragraph now says the triggers are one second apart. The runs still share a second, but the paragraph no longer conflates them. That was note 1 of review 5359114958, and it is resolved.
2. "in quick succession" (L20) is correct. It is consistent with the measured second, and it doesn't turn the general concurrency case into a fixed interval. No other "same moment" or "same second" remains in the file; I grepped the head blob.
3. "Two of the rows above" (L34) points at the right pair. The two things it names are the run-level failure (the "Jobs cancelled at 0 steps" row) and the inherited pending (the "Orphaned jobs" row). Both are table rows, so the cancelled-run paragraph in between can no longer capture the antecedent. That was note 2, and it is resolved.
The scope matches the description: one file, +3 −3, docs only. There is one commit, d814487, authored by Lily Shen. Checks at this head are all pass. Release Branch Guard skipped, as expected.
UX Lead’s Tier 1 docs PASS is verified at this exact head (review 5639197541). CodeRabbit reviewed this head with no actionable findings; all applicable checks pass. Release Branch Guard is skipped. One Lily-authored commit, three prose corrections in one runbook; no head movement after PASS.
