docs: record why a seat's own kernel posts hold its next write - #2659
Adds the rationale for the seat-own kernel-post hold to the send-time freshness plan. Docs only. Ruling: decision 6add34f0f9684a85af357340 (keep current behaviour).
The freshness plan says kernel-authored posts count so server prose under
an agent's identity can still be seen. Add the explicit rationale for the
handoff card and install intro case, and the option not taken (exclude
posts sent with the seat's own runtime token), with the ruling.

The plan documents that kernel-authored messages under an agent’s identity count as unseen and can hold the agent’s next write until it reads the pod.

Summary
Record kernel-authored post handling docs/plans/send-time-freshness-hold-2026-10-23.md
The plan states that kernel-authored messages under an agent’s identity count as unseen and may cause the next write to return 409 until the agent reads the pod. It rejects client-set author_kind and excluding all posts under the agent’s identity. It records the decision identifier and date.
The code is unchanged, but the plan still misstates when writes are held and when the hold clears; correct these statements before relying on the design decision.

Explanation
The title states the change: it records the rationale for why a seat's own kernel posts hold its next write. The raw summary confirms the file adds an 'Own kernel-authored posts' section that explains this behavior. The title is specific, concise, and matches the main change. It is a docs-only change, and the 'docs:' prefix matches that.

Earlier in this plan, paginated and thread-only reads do not advance the cursor. A truncated tail read also cannot silently clear an omitted delayed commit. Replace “until it reads the pod” with “until it completes a successful qualifying pod-tail read” to match the documented contract.
As per path instructions: docs/** claims about code behavior must match the repository contract.

Update the freshness-hold description to say the hold clears only after a
successful qualifying pod-tail read, replacing the broader claim that reading
the pod is sufficient. Keep the wording consistent with the documented
cursor-advancement contract for paginated, thread-only, and truncated tail
reads.

Correct the runtime-token rationale.
With the current data model, runtime-token exclusion is not equivalent to excluding kernel-authored prose. Kernel messages use authorKind: 'kernel', while message records store no runtime-token provenance. Update this rationale before relying on it as a design decision.
Suggested documentation fix
-Excluding only posts sent with the seat’s own runtime token would remove the friction, but it would also stop the seat seeing server prose under its name; it was considered and not taken.+The message schema does not record runtime-token provenance. Kernel-authored prose is marked with `authorKind: 'kernel'`, so a runtime-token exclusion is not equivalent to excluding kernel prose. Do not use this exclusion unless its persisted provenance and effect on kernel-authored posts are defined.

Excluding posts sent with the seat's runtime token does not hide server
prose: token-sent posts are already the seat's own, and kernel prose has
no seat token. Replace the sentence with the real reason option A was
rejected, and the narrower exemption if the intro 409 proves to matter.

Qualify the kernel-post hold with the explicit override.
The message route skips the freshness check when the request contains the literal boolean continueAnyway: true. State that the 409 applies when the agent submits a message without this override.

Docs-only: docs/plans/send-time-freshness-hold-2026-10-23.md. It records the ruling on decision 6add34f0 accurately: option A was rejected because it hides server prose, and the intro exemption is the fallback. CodeRabbit is answered and CI is green.
