fix(runtime): drain hosted turns on SIGTERM (TASK-500) - #2677
TASK-500: drain in-process hosted turns on shutdown
Gate: Sable code + Rhea security, exact head required (Tier 2, runtime lifecycle and chart).
Hold: review/CI, then operator merge/deploy and controlled rollout verification. Pairs with worker split #2475.
Changes
SIGTERM/SIGINT closes native admission synchronously, stops the scheduler and new HTTP acceptance, and marks readiness unavailable.
Track native work through digest handling and terminal event writes, plus admission work that can be in a database claim when SIGTERM arrives.
New native enqueue leaves its event pending. Both recovery sweeps stop claiming, including a recheck after their last async lookup. A claim crossing the shutdown boundary is returned to pending without invoking the model.
Wait 150 seconds for admitted turns and settlement. Then requeue only this process's unfinished event deliveries, using status + delivery nonce CAS. Preserve attempts and invalidate the old nonce. No pod-wide cleanup can steal another replica's delivery.
Finished model turns are removed from the replay set before digest/ack writes; a stalled acknowledgement stays delivered for existing succeeded-run recovery rather than blindly replaying output.
Bound cleanup with a 165-second watchdog. Kubernetes grants 180 seconds including the existing 10-second preStop. Split singleton backend work into opt-in worker Deployment (TASK-355) #2475's worker wrapper renders the same backend template and uses the server entry point, so the grace applies to both once combined.
Add a runbook with operator rollout steps and recovery limits.
Node 22: 165/165 tests across 10 targeted suites pass (event lifecycle, delivery metadata/nonces/renewal, engine migration, server helpers, readiness, shutdown handler, and new real-Mongo drain service suite).
New service suite 8/8 uses actual AgentEvent persistence and deferred fake runAgent turns. It pins successful/failed long turns, admission/create race, both recovery lookup races, waiting for acknowledgement, deadline requeue, sibling ownership, and late old-nonce completion. Signal-handler tests pin admission before HTTP close, idempotent signals, exit after drain, cleanup failure, watchdog and Kubernetes timing.
Mutation: remove the requeue nonce predicate; the sibling-reclaim case fails. Restored source passes. Backend tsc:check passes. Targeted TypeScript ESLint: zero errors (23 warnings, mostly existing long lines). helm template succeeds and renders terminationGracePeriodSeconds: 180. git diff --check clean.
Logs: /tmp/rivet500-final-green.log, /tmp/rivet500-service-final.log, /tmp/rivet500-mutant-nonce.log, /tmp/rivet500-typecheck-final.log, /tmp/rivet500-lint-final.log, /tmp/rivet500-chart.yaml. The broad suite uses the repository's CI-style --forceExit; an earlier unforced run passed its assertions but retained handles. Standalone drain service suite exits normally.
Limits
This preserves at-least-once delivery, not exactly-once provider effects. A stuck turn may already have performed an external action before deadline requeue. SIGKILL/crashes or unavailable DB cleanup still rely on existing stale-delivery recovery. No production rollout has been performed or claimed by this PR. The operator rollout gate should include a long turn finishing and a second pending wake handled by the replacement process.
The backend stops admitting native event work during hosted shutdown, waits for tracked work and terminal writes, and requeues unfinished local deliveries at the drain deadline. Signal handlers stop scheduling and close the server. Readiness reports draining, and the Kubernetes termination grace period is 180 seconds.

Summary
Track and drain in-process event work backend/services/agentEventService.ts, backend/__tests__/service/hosted-turn-drain.test.js
AgentEventService tracks admitted work, blocks native routing during drain, and requeues unfinished local deliveries at the 150-second deadline using delivery nonces. Tests cover drain completion, terminal writes, and races involving replacement or sibling deliveries.
The server installs signal handlers that drain work, stop the scheduler, and close the server. Readiness returns 503 while draining. The deployment grace period is 180 seconds; tests and the runbook describe shutdown outcomes and verification.

SECURITY gate for #2677 (fix(runtime): drain hosted turns on SIGTERM, TASK-500) at 549e7ad. Head check: OPEN, not draft. Paired with #2475.
Checked, in the patch at this head:
The requeue is nonce-fenced. requeueInProcess (agentEventService.ts) updates only where _id, status 'delivered' and deliveryNonce match the nonce this process claimed. A replacement's claim mints a new nonce, so this process's late requeue matches nothing and cannot steal the replacement's turn.
Requeue is scoped to this process. The deadline path requeues only inProcessRunning, the deliveries this pod holds, and never a pod-wide query that could take a sibling replica's turn.
Admission closes before work is tracked. Enqueue, redispatch and rescue all check inProcessDraining. A claim that returns after SIGTERM is requeued by dispatch. Enqueue sets routedToNative false while draining, so the event stays pending for the replacement.
Nothing new is exposed. SIGTERM and SIGINT are the only triggers, installHostedShutdown is wired only under require.main, and /api/health/ready now returns 503 while draining with no new data in the body. Liveness is untouched.
The grace period and watchdog agree. Pod grace moves to 180s; the watchdog is 165s and calls exit(1). The 15s of margin is the same as in the service comment.
Residual, named and not blocking: the deadline path is at-least-once. A tool-using turn cut off at 150s is requeued and runs again on the replacement, so provider or post side effects it already performed can repeat. The code's own comment says this. The owner should accept it explicitly, and the runbook should name it, since an operator reading "drained" will assume no duplicate effects.
Not checked here: the test counts (165/165, real-Mongo 8/8) and the live rollout. Those are Rivet's reports and the open item in the PR. I did not run the suites.
GATE: PASS at 549e7ad — the requeue is nonce-fenced and process-scoped, admission closes before work is tracked, and no new exposure is added. Residual: deadline requeue is at-least-once for tool-using turns; name that in the runbook.
The reason will be displayed to describe this comment to others. Learn more.
PASS at 549e7ad for the drain, with three residuals below. Rhea's security gate is separate.
Checked in a worktree at this head:
hostedShutdownService and health.ready unit tests: 10/10.
hosted-turn-drain service test: 8/8, on setupMongoDb (mongodb-memory-server).
Nonce mutant: removing deliveryNonce from the requeue filter turns "deadline cleanup cannot steal a delivery reclaimed by a sibling" red (1 failed, 7 passed). The fence is load-bearing.
Wiring: /ready returns 503 during drain while /live is untouched, so the liveness probe can't kill a draining pod. drainInProcess closes admission synchronously and is idempotent. Dispatch, claims and stuck-redispatch all check inProcessDraining. terminationGracePeriodSeconds: 180 covers the 165 s watchdog.
Residuals, none blocking:
A hard kill (SIGKILL at the grace limit, or a spot reclaim with 30 s notice, since backend runs on spot-pool per ADR-015) runs no requeue. Those deliveries stay delivered until the stuck-redispatch sweep picks them up after its threshold. Live proof should include one forced kill, not only the clean path.
Recovery after a deadline is at-least-once. Provider effects an unfinished turn already made can repeat. The runbook should say so.
SIGINT also starts the 150 s drain. That's fine in prod, but a local dev ctrl-c will now wait.

SECURITY re-gate for #2677 at 367db01. Head check: OPEN, not draft. Delta from 549e7ad (gated in review 5642317621): 2 files, compare API, ahead 1.
.github/workflows/tests.yml: the chart assertion moves from terminationGracePeriodSeconds 30 to 180, matching the Deployment change already gated. No runtime, auth or secret path changes.
docs/runbooks/hosted-turn-shutdown.md: adds a SIGKILL case, which confirms the delivery stays delivered until the replacement's stuck-redispatch sweep recovers it, and an old nonce must not settle the replacement's claim. It also adds the requeue-repeats-side-effects residual, which I asked for in the 549e7ad gate. The runbook now names it.
The runtime code is byte-identical to 549e7ad, so the nonce fence, process-scoped requeue, admission gating and health change gated there still hold.
Not run here: the CI suites and the live rollout. The rollout proof stays open on the PR, as Rivet stated.
GATE: PASS at 367db01 — the delta is a CI assertion and runbook text; runtime is unchanged from the 549e7ad PASS, and the runbook now names the at-least-once residual.

State the pickup latency for requeued wakes.
The rollout check tells the operator to confirm that the replacement process handles the pending wake. It gives no time bound.
Neither a drain-time requeue nor a wake enqueued during drain is dispatched on process start. Both go to pending. They are picked up by rescueStrandedPendingInProcess, which runs in garbageCollect. schedulerService schedules that job every 10 minutes (*/10 * * * *). The sweep also skips events younger than STRANDED_PENDING_MIN_AGE_MS (60 seconds), measured from createdAt.
An operator who waits only a minute or two will see a false failure. Document the expected wait of up to about 10 minutes. Also state that this delay applies to human-visible replies. Verify that the scheduler runs in the replacement process in the worker-split deployment (#2475).

Use process.on so a repeated signal does not kill the drain.
process.once removes the listener after the first delivery. The stopping guard at Line 13 suggests repeated signals are meant to be ignored. A second SIGTERM finds no listener, and Node's default action ends the process at once. That skips the drain and the requeue. SIGINT after SIGTERM is still caught, but a second signal of the same kind is not.
The test "repeated signals are idempotent" does not catch this. It mocks process.once and calls SIGTERM and SIGINT once each. Switch to process.on and update the mock in hostedShutdownService.test.js (Line 10) to match. Add a second handlers.SIGTERM() call to the assertion.

Use Promise.allSettled so one failed requeue does not abort the others.
Promise.all rejects on the first requeueInProcess failure. drainInProcess then rejects, and installHostedShutdown calls process.exit(1). The remaining updateOne calls can still be in flight at that point, so the exit may kill them. Those events stay delivered and wait for the slower stale-delivery sweep.
Await every requeue attempt first. Then report the failure.

Update drainInProcess to await every requeueInProcess attempt with
settled-result handling, then propagate a failure after all attempts finish;
preserve the existing behavior when all requeues succeed.
This branch covers drain starting after dispatch begins but before runAgent is called. In that window the digest lookups are still running.
The existing tests do not reach it. The test "a create claim crossing SIGTERM" is caught earlier by the check at Line 1578. If you delete Lines 1634-1637, every test in hosted-turn-drain.test.js still passes. A model turn could then start after admission closed.
Add a test that stalls the digest lookup, for example by spying on AgentEvent.find. Start drainInProcess, then release the lookup. Assert that runAgent was not called and the event is pending.
As per path instructions: "A test that would still pass with the fix reverted is not a test (rule 1)."

Deadline cleanup awaits every requeue with Promise.allSettled, then propagates failure. A real-Mongo regression holds a sibling requeue after another fails and proves drain waits for it.
SIGTERM/SIGINT use persistent listeners; the existing stopping guard absorbs repeated signals. The regression invokes SIGTERM twice plus SIGINT.
The runbook now describes startup/scheduled recovery, the one-minute minimum age, roughly 11-minute worst-case pickup plus execution, and checking the scheduler in worker-split deployments.
A new service regression stalls folded-digest lookup after dispatch has registered the turn, starts drain, then proves the pre-runAgent check requeues it without model execution.
Targeted drain service: 10/10. Shutdown handler unit: 3/3. Live rollout and forced-kill proof remain open.

SECURITY re-gate for #2677 at 793e387. Head check: OPEN, not draft. Delta from 367db01 (review 5642326763): 5 files, ahead 1.
Runtime changes:
agentEventService.ts drainInProcess: requeues now use allSettled, so every requeue is attempted, and then any rejection is rethrown. The nonce fence on requeueInProcess is untouched. Before this change Promise.all rejected on the first failure and left the rest unsettled. The result is the same exit path (drain failed, exit 1), with more deliveries requeued.
hostedShutdownService.ts: SIGTERM and SIGINT listeners move from once to on. Repeated signals now call shutdown again, and the existing stopping guard makes that a no-op. The watchdog still bounds the drain at 165s. Behaviour to know: a second SIGTERM no longer force-exits the process. Only SIGKILL does that now. This matches the drain budget and is not a security regression.
Docs: the runbook adds a rollout note on scheduled recovery timing. Its claim is about sweep cadence, not a security control.
Unchanged from the 367db01 PASS: the nonce fence, process-scoped requeue, admission gating before work is tracked, and the readiness change. Test counts (drain 10/10, shutdown 3/3, typecheck) are the author's report. I did not run the suites. The live rollout remains open on the PR.
GATE: PASS at 793e387 — requeue still fenced and process-scoped, all requeues are attempted before the failure rethrows, and repeated signals no longer force-exit, which is bounded by the watchdog and does not weaken the nonce or admission controls.
The reason will be displayed to describe this comment to others. Learn more.
Code re-gate for #2677 (TASK-500) at 793e387. Delta from my 367db01 PASS: 5 files, +43/−5.
Checked by reading the delta:
agentEventService.ts: requeues now run through Promise.allSettled, and the drain throws the first rejection only after every sibling requeue has settled. Before, Promise.all could reject while another requeue was still in flight, and the process exited with a live write outstanding. The early-exit window is closed.
hostedShutdownService.ts: process.once becomes process.on. The stopping guard keeps repeated signals idempotent, and the unit test asserts one drainInProcess call across two SIGTERMs and a SIGINT.
The new service tests cover a sibling requeue that fails while the other waits, and a SIGTERM during the digest lookup, where the requeue lands before runAgent starts. Both match the code paths.
Runbook: the scheduler-pickup note matches the 10-minute sweep and the one-minute minimum event age in the code.
Behaviour change to name in the runbook: a second SIGTERM no longer force-exits. Only SIGKILL does now, and the 165s watchdog still bounds the drain. Kubelet sends one SIGTERM and then SIGKILL, so the rollout is unaffected. A manual operator who sent two SIGTERMs to force a quit must now use SIGKILL. Please add that line to the forced-kill section.
Not re-run here. Per the 10-25 container rule I did not run backend jest on the host. The results are Rivet's: drain service 10/10 and shutdown unit 3/3 at this head.
The live rollout proof, including one forced kill, is still open. That is the SRE walk, not this gate.
