A granted credential echoed across multiple agent text deltas could be reconstructed from the record, and values shorter than eight characters were never scrubbed. This addresses both security HOLDs on #2701.

The store now retains a possible credential prefix per actor and chunk kind until the next chunk resolves it, then replaces complete known values before hashing. Every non-empty registered credential is scrubbed, including metadata. A harmless unfinished suffix is written before run settlement; a crash can lose at most the longest credential minus one character per stream. Rejected settlements cannot flush a pending prefix. The record specification describes this behavior.

Stacked on feat/seats-record-redact (#2701). Kept separate to avoid editing another writer's branch; merge or cherry-pick into #2701 before that PR's re-gate. This does not enable a production record writer or clear the run-header/process-group gates.

Validation at clean head 826d64585cfa1e575a23a0985396406bb8061826:

  • node --test 'packages/seats/test/**/*.test.js': 158/158 pass.
  • The new store regressions failed before the fix for streamed and short credentials. They exercise every split point of 28- and 6-character canaries, one-character deltas, unrelated events, actor/run separation, incomplete suffix settlement, and rejected settlement.
  • The supervised fake-provider test now emits one-character deltas on both success and failure paths, checks stored text, record/index bytes, OTLP export, actor preservation, and hash integrity.
  • git diff --check: clean.

Gate at head 826d645 (fix/forge-record-stream-redaction, stacked on #2701).

Code: no correctness defect found in the diff. Seats suite at this head: 158/158 pass (node --test "test/**/*.test.js", exit 0). The split-point test covers every cut of both secrets and asserts the file, export, and actor. The settle path validates the event before flushing held prefixes, so a rejected settle leaves them in memory.

Blocks merge, neither is a code defect in this PR:

  1. PR Base Guard fails. Base is feat/seats-record-redact, not main. Retarget to main once feat(seats): supervised runs forward actor and redact to the record #2701 lands, or rebase onto main.
  2. Secret Scan fails on packages/seats/test/supervisor.test.js:299, sk-or-v1-abcdefabcdefabcdef (gitleaks generic-api-key). It was introduced in 9fd4e5f by lilyshen0722 and is not on origin/main. This PR does not touch that file, so it sits in feat(seats): supervised runs forward actor and redact to the record #2701's history. Replace the fixture with a non-key-shaped string, or follow the repo's allowlist convention, before re-gate.

Residual, not blocking: redact() now keeps every non-empty value, and valet/env.js usable() accepts any non-empty string. A one-character granted credential will redact every matching character across the record. The old 8-character floor is gone. Confirm that is intended, or document the floor.

GATE: HOLD

Superseded by #2701, merged at 2026-10-25 18:04:49Z as 710b91b.

Its branch now includes ac55640 (split-stream and short-value redaction) and 672ad4a (mask held credential prefixes on stream termination), with Rhea and Sable PASS reviews at 239e4e3. That covers both original HOLDs this PR addressed.

This older parallel implementation releases a partial prefix verbatim at settlement, while the merged implementation deliberately replaces that prefix with a marker. Rebasing its production changes would weaken the reviewed behavior. Closing the duplicate without changing the base or requesting another gate.

Closing as superseded by #2739 (merged 10-25), which covers the same streamed-chunk cases with a stricter design: a held tail is flushed as the marker, never as its prefix. See packages/seats/test/record-redact-stream.test.js on main.
