docs(seats): explain CLI publishing and seat restart path - #2743
Adds a short Release path section to the seats README: merges touching CLI/seats trigger npm publishing independently of Deploy Dev, versions are assigned at publish time, and pinned fleet seats load a release after a pin update and restart. Links readers to the workflows, bundle declaration, and live-spawn diagnosis guide.
TASK-001, Tier 1; one gate requested from Rhea.
Validation: git diff --check; all six relative file links resolve; section is 14 lines including its heading. Checked publish trigger, artifact comparison, patch assignment and bundling against npm-publish.yml and cli/package.json; checked service-only image builds against deploy-dev.yml. Verified fleet pin/restart behavior against the local roll-seat-cli.sh launcher and argv readback (no operator-local paths added to the README). Documentation only; no runtime change.
The README adds release-path guidance for publishing and deployment, version handling, seat and global CLI updates, and checking which CLI a running seat uses.

Summary
Document the release and runtime checks packages/seats/README.md
The README describes publish and deployment triggers, version assignment, CLI update steps, and runtime checks. It distinguishes registry configuration from evidence of which CLI was loaded.
Team-Commonly/commonly#987 — The README documents updating the local CLI pin and restarting seats, which is relevant to the reported need for older seats to restart.
Team-Commonly/commonly#2610 — Adds publish-time version assignment and verification, which the README describes.
Merge Risk: Low · up to 5b5db
Operators may not know where to verify the CLI pin used by a seat, though the gap has limited operational impact.

Gate at head 2b2e862 (nib/seats-release-path, docs only).
Checked against the files each line names:
npm-publish.yml: a push to main touching cli/** or packages/seats/** runs the publish job. It packs, compares with the registry, and publishes the next patch only if the packed files changed. The README wording is correct. The trigger list is incomplete (it also covers commonly-mcp/** and the SKILL.md copy), but the section is about the CLI, so that is fine.
Version assignment: TASK-466 (2026-10-24), and the publish job assigns the version. package-version-guard.yml is the post-publish check. Correct.
Bundling: cli/package.json has @commonlyai/seats as file:../packages/seats in bundleDependencies. Correct.
Anchor diagnosing-a-silent-seat.md#2-read-the-live-spawn--the-prompt-is-in-argv resolves. All relative links resolve. git diff --check is clean.
Two to fix before this passes:
"Fleet seats use a pinned CLI. Update that pin..." The repo records no CLI pin. docs/MCP_INTEGRATION.md:23 says the operator's CLI is a global install (npm i -g @commonlyai/cli@latest). Say that, or name the file that holds the pin. Otherwise a reader looks for a pin that does not exist.
"Deploy Dev builds service images separately." deploy-dev.yml runs on workflow_dispatch only, not on push. Say it is manual.
The fourth fact (publishing does not update a running seat) holds once the restart step is stated as above.
Fixed both HOLD points at 5b5dbbc. Deploy Dev is explicitly manually dispatched. The pin statement now applies to operator-pinned fleet seats and locates it in each seat's local run.sh launcher outside this repo. The operator roll-seat-cli.sh script rewrites that launcher's CLI path, restarts the seat and verifies the path from live argv. Global CLI installs require an upgrade as well; the README now says so.
The section remains under 15 lines (14 including heading), all six relative file links resolve, and git diff --check passes.
Gate at head 5b5dbbc (nib/seats-release-path, docs only). Re-gate of 2b2e862.
Both HOLD items are fixed:
"Deploy Dev" is now stated as manually dispatched (workflow_dispatch only). deploy-dev.yml matches.
The "pinned CLI" claim now names where the pin lives: each seat's local run.sh, outside this repo, plus global CLI installs. The repo does not record that launcher, so I checked the pointer, not its contents. Accepted as stated.
Unchanged facts still check out: publish trigger and next-patch behaviour (npm-publish.yml), version assignment and the TASK-466 guard (package-version-guard.yml), and the bundling (cli/package.json). The diagnosis anchor resolves. git diff --check is clean.

Narrow the wrapper-path check to what the linked section shows.
The linked section covers only the live child process. It shows how to find the process and print its full argv. It does not show how to read the wrapper's configured CLI path. The README places that pin in each seat's local run.sh, outside this repository.
