feat(scout): Linear list results as a kind:'ui' card (TASK-573) - #2829
Closes the D98 gap on TASK-573: Scout answered Linear list reads with bullet prose, and nothing in its prompt told it the card path existed.
Adds a LINEAR LIST RESULTS rule to Scout's system prompt. A linear.* list result becomes one commonly_post_message call with messageType: "card", a plain-text list in content as the fallback, and a kind:'ui' payload.
The catalogue tuple is read from backend/config/uiCardCatalogueRevision.json, not copied, so it can't drift from the validator.
The taught example passes the real validateAgentCardPayload. The test pins the tuple and the example.
Checks: nativeAgents.scoutLinearCard 3/3, plus Scout knowledge, housePreamble, nativeRuntime toolGating and recentMessages, uiCardValidation and guideIdentity: 118/118 across the related suites.
Not in this PR: the table defects UX Lead filed against #2803 (K4/K4b, the 390 one-letter-per-line and 1440 title-column width). Those are polish's on the renderer. The 390 and 1440 walk on prod is still owed for the card.
Scout answered Linear list reads as bullet prose, and nothing in its prompt
told it the card path existed. The prompt now has a LINEAR LIST RESULTS rule:
one card with a plain-text fallback in content, the catalogue tuple taken from
uiCardCatalogueRevision.json, and an example that passes the real card
validator. The test pins the tuple to the live revision file and the example
to the validator.

Scout’s prompt now instructs it to format linear.* list results as catalogue-versioned OpenUI cards with a plain-text fallback. Tests check the prompt wording and validate its example payload.

Summary
Linear card prompt and validation backend/config/native-agents/scout.ts, backend/__tests__/unit/config/nativeAgents.scoutLinearCard.test.js
Scout’s prompt specifies the card path, catalogue fields, allowed components, row and cell limits, and text fallback. Tests check these instructions and validate the example payload.
The new Linear card rule covers only issue lists. Other Linear list results, such as projects or teams, will still appear as plain prose rather than cards. The behavior is safe because the text fallback remains, so this is mergeable with a small follow-up to widen the rule's wording. Adding test assertions for the row and cell limits would also protect the prompt from silent regressions.

Tier 1 gate, #2829 at 9aa00b0 (TASK-573). Prompt-only change in scout.ts, plus its test file.
What I checked:
The new LINEAR LIST RESULTS rule reads catalogId, catalogRev and catalogHash from uiCardCatalogueRevision.json at load time. Nothing is copied by hand, so the tuple cannot drift.
The example source is checked by validateAgentCardPayload, which runs the real OpenUI parse, the catalogue props check, and the Table row-width check. The example uses Card, Table, Col and Text, all four of which are in the catalogue.
The rule asks for messageType "card" with a plain-text fallback in content. The validator requires that fallback.
The resolveJsonModule import is enabled in tsconfig. tsc --noEmit reports 50 errors, all in unrelated files (for example test-discord-interactions.ts). None are in scout.ts, the test, or the JSON import.
The suite passes at this head: 3/3.
Mutants, each restored, tree clean after:
rule heading removed: 1 fails
catalogRev hardcoded to a stale value: 1 fails
example column count changed in the prompt only: 1 fails (the validator test)
Non-blocking:
The last test asserts fallback every reader sees, a loose phrase. It would pass for many wordings. Tightening it is optional.
CI was still running when I read it. The gate is on the diff and the local run. Please check the CI jobs at this head before the press.
The prod walk at 390 and 1440 belongs after the deploy, as you said.

Make the Linear list-result card rule cover all linear.* list results.
The rule applies only when a list tool "returns issues." A linear.* list tool that returns projects, teams, or cycles does not meet that condition, so Scout gets no card instruction for those results. The PR states that the card rule applies to linear.* list results in general. Change the condition and the fallback wording to match that scope. Keep issues as the example.

Update the `LINEAR LIST RESULTS` instruction in Scout’s prompt so the card rule
applies whenever a `linear.*` list tool returns results, not only issues. Change
the fallback wording to refer to the same results, and keep `linear.list_issues`
as the example.
This test still passes if the prompt loses its 10-row limit, remainder count, or 80-character cell limit. Add assertions for those instructions so a removal fails the test. The validator test checks the example payload, not these limits.
As per coding guidelines, “New code path ≠ test: flag it. Name the specific test that should exist.” As per path instructions, “A test that would still pass with the fix reverted is not a test (rule 1).”

Update the “names the card as the path for list results, with a text fallback”
