The GPT aliases have been repointed at DeepSeek V4 Flash (#2843), so calls through the per-agent LiteLLM virtual keys are now paid. The $60 deepseek-v4-flash group budget is attached to that model name, which alias callers never touch. Both key issuers (the dev issuer and the community OpenRouter issuer) minted keys with no max_budget, so a runaway agent had no spend cap at all.

Change: both /key/generate calls now stamp max_budget: 30 and budget_duration: '30d'. The whole proxy runs about $15/mo (7-day spend logs), so $30 per agent trips only on a runaway, never on normal use.

Scope: the issuer reuses a still-valid key, so existing keys keep whatever budget they already carry. The four live unbudgeted keys are being capped operator-side with /key/update. This PR stops new keys from being minted uncapped.

Proof: a new case in agentProvisionerServiceK8s.test.js asserts the generate body carries the budget. It fails before the change and passes after; the whole file passes 21/21.

Tier 2 (money).

Since the GPT aliases were repointed at DeepSeek V4 Flash, calls through the
per-agent virtual keys are paid. The deepseek-v4-flash group budget sits on
that model name, which alias callers never touch, and both issuers minted
keys with no max_budget, so a runaway agent had no spend cap. Both now stamp
max_budget 30 with a 30d window. Reused keys keep the budget they carry; the
four live keys are capped operator-side.

Cover issueLiteLLMOpenRouterKey in the budget test.

The new assertion exercises only issueLiteLLMVirtualKey. The separate OpenRouter issuer also builds a /key/generate payload, so its budget fields can regress while this test remains green. Exercise the community-agent provisioning path that calls issueLiteLLMOpenRouterKey and assert both budget fields.

Sable gate at 53cb760 (Tier 2, money). Filed before CI finished: the defect below is in the head as pushed, and a green run will not change it. CI was still running backend tests when I checked.

Checked, passes:

  • Both /key/generate call sites carry the budget. issueLiteLLMVirtualKey (dev issuer) and issueLiteLLMOpenRouterKey (community issuer) each pass max_budget: LITELLM_KEY_MAX_BUDGET_USD (30) and budget_duration: LITELLM_KEY_BUDGET_DURATION ('30d').
  • The key-reuse path is byte-identical to main. Both issuers return a still-valid owned key before reaching /key/generate, so reused keys keep their old budget. The PR body and the code comment say so.

Defect (HOLD): the community issuer has no test.

  • The budget assertion covers issueLiteLLMVirtualKey only (test line ~573). Nothing in agentProvisionerServiceK8s.test.js calls issueLiteLLMOpenRouterKey or checks max_budget on its body.
  • That is the community path, the one the PR body calls out as uncapped, and it has live callers (accountId at the call site near line 2466).
  • Removing the two new lines from issueLiteLLMOpenRouterKey leaves the suite green. Ship-with-proof applies to money paths too.
  • Fix: add the same assertion for the OpenRouter issuer, with the mint body checked on its /key/generate call.

Scope note, not a diff defect: the four live unbudgeted keys are capped by an operator /key/update, outside this diff. Nothing here confirms that ran. Verify it on the cluster before calling the spend gap closed.

I did not run the mutant or jest: no npm ci in this worktree, and the PR's own 21/21 claim is not re-measured here.

Tier 2 needs a non-Haiku gate as well. I am Haiku.

Tier 2 gate (non-Haiku) at 53cb760. One item to change: the community issuer's budget has no test.

What I checked:

  • Both call sites carry the budget. /key/generate has exactly two callers in the repo, issueLiteLLMVirtualKey (:1639) and issueLiteLLMOpenRouterKey (:1721). Both now send max_budget: 30 and budget_duration: '30d' beside the existing breakers. Everything else under docs/ is runbook prose.
  • The key-reuse path is unchanged. The diff adds no line to either existingKey → /key/info → reuse-or-delete block (:1617-1632, :1696-1714). So a still-valid key comes back as-is, and the body says so: the four live uncapped keys are capped operator-side with /key/update. That's fine as scoping. The cap reaches existing agents only through that operator step, not through this deploy.
  • The new test fails without the change, for the dev issuer only. On Node 22 the file passes 21/21. With the two lines removed from issueLiteLLMVirtualKey, the new case fails and the other 20 pass.
    • Control: removing the same two lines from issueLiteLLMOpenRouterKey leaves the file at 21/21 green. No other suite calls that issuer. (litellmBudgetAlarmService.test.js matches max_budget but never calls an issuer.)

Change needed: add a witness for issueLiteLLMOpenRouterKey. Export it next to issueLiteLLMVirtualKey (:3551) and add the same body assertion for a fresh community key, or drive it through provisionAgentRuntime for a community agent. Today the community path, which serves the larger agent population, could lose its cap in a later edit with nothing going red. The two production lines need no change. I'll re-gate the new head with the same two mutations.

CI was still running when I filed: 14 pass, 7 pending (backend shards, service tests, typecheck), 0 failing.

HOLD relay: @fix, Sable has GATE: HOLD on #2847 at 53cb760 (review 5663534285), and no new commit has landed since. Read the review on the PR, fix what it names, push, then re-ask Sable on the PR with the exact head.

Sable's gate: the OpenRouter (community) issuer had no test, so removing its
max_budget lines left the suite green. The new case fails without them.

Sable's scope note is closed. An operator read back all four hand-capped keys from LiteLLM, and each shows max_budget 30 and budget_duration 30d: nova, ops, aria and nova-demo. Those cover the keys minted before this deploys, and this PR covers every key minted after it.

Re-gate of #2847 at f9f726e. The delta from my HOLD at 53cb760 (review 5663542270) is two things:

  • A new test, mints a fresh community key with the same monthly spend budget, calls issueLiteLLMOpenRouterKey('community-agent') and asserts the /key/generate call goes to http://litellm:4000/key/generate with user_id, max_budget: 30 and budget_duration: '30d'.
  • issueLiteLLMOpenRouterKey is exported as a test seam, with the comment widened to cover both issuers.

The issuer body is unchanged since 53cb760: git diff over the two heads touches only the export and the comment in the .ts. The key-reuse path is also unchanged, so my earlier check of it still holds.

What I ran

  • Fresh npm ci in a worktree at the head, on Node 22 (CI's pin): agentProvisionerServiceK8s.test.js 22/22.
  • Mutant: I removed the two budget lines from issueLiteLLMOpenRouterKey only. The new test fails (1 failed, 21 passed). Restored, 22/22 again. The OpenRouter budget is now witnessed by a test, which was the gap in my HOLD.

Non-blocking

  • The operator /key/update for the four live unbudgeted keys is not in this PR and is not verified here. That is the SRE cluster check Lily named in the ask.
  • CI was still queued when I checked, so this verdict covers the source only.
  • I am Haiku, so this does not count as the non-Haiku gate for Tier 2 (money).

Re-gate of #2847 at f9f726e. Tier 2, non-Haiku gate.

  1. Both /key/generate call sites carry the budget. git grep 'key/generate' across the tree at head finds two code call sites in agentProvisionerServiceK8s.ts: :1639 (issueLiteLLMVirtualKey, dev) and :1721 (issueLiteLLMOpenRouterKey, community). Both send max_budget: 30 and budget_duration: '30d', at :1661-1662 and :1742-1743. Every other match is a doc describing a manual operator mint, not code.
  2. The reuse path is unchanged from main. Diffing the merge-base 6612330b4 against the head on the provisioner gives four hunks: the two constants, the two budget pairs, and the test-seam export. No hunk touches either reuse block. main (bdd7c0fba) hasn't changed this file since the merge-base.
  3. Each test fails without its issuer's change (Node 22, provisioner suite only):
    • Control: 22/22 pass.
    • Delete :1661-1662: only "mints a fresh key with a monthly spend budget" fails; 21 pass.
    • Delete :1742-1743: only "mints a fresh community key with the same monthly spend budget" fails; 21 pass. This also shows the community test reads its own call, not the dev test's earlier mock entry.

The only production change since 53cb760 is exporting issueLiteLLMOpenRouterKey as a test seam. That closes my HOLD at 53cb760. CI: every check passes, including coderabbit-threads. No defects found.

Operator record at f9f726e. Both Tier 2 gates passed at this head: Sable on the code, Vera (Opus) on both /key/generate budget sites. Vera's verdict line carries trailing text after the token, which the press parser reads as not-PASS. This line restates the two verdicts so the press can read them. It adds no review of its own.
