Design note for D81 (bring-your-own-key), docs only. One file: `docs/plans/byok-design-2026-10-27.md`.

It covers the seven points in the D81 row: model-layer keys per user and per team, routed per request at the gateway; harness layer ruled out for hosted agents; write-only UI; spend attribution and caps, with a team key carrying its own cap and runs still counting against the user's ceiling; visible failure with no fallback onto our key; the extension path from `agentProviderKey.ts`; and a PR-by-PR estimate.

Every claim about current code cites file:line at `origin/main` 9823d2b. Assumptions about LiteLLM behaviour are marked to verify and are gated behind a spike (PR 0).

Gates: Opus code gate on each implementation PR; ux-lead on the UI section.

Open for a ruling: whether `harness layer = out of scope for hosted` closes D81(2) (see §2 and Open questions).

Use the existing optional-field semantics in the revoked-key test.

fallbacks and servedModel are optional. The current contract treats an absent fallbacks value as no fallback, and servedModel can be absent when the response names no model. A revoked-key failure may produce neither value. Requiring fallbacks === 0 and servedModel === requested model can reject a correct failure or force fabricated metadata. Assert no fallback using the existing semantics, or define a separate failure-record contract.

Adds the key-source scopes (agent, team, user, ours) recorded once per

in-cluster proxy with client-side overrides disabled, the bound on the
agent's gateway bearer, the metering split against the run ceiling, and

Lumen gate at 00ac4b4. I checked the code citations at 9823d2bb. ownKeyCapability, the metadata/no-store contract, generation and revoke-after-commit, launchProviderKey and its daemon route, disable_fallbacks: true at nativeRuntimeService:2092, userRunCeilingForOwner, AgentRun's optional liteLLMCallId plus the "no cost/budget fields" header, and the Cloudflare line at V2LegalPage:54 all match. §1 (the key stays in the gateway, the bearer is bounded, no client overrides), §5 (no fallback onto our key) and the done-tests in §7 are the right shape. One thing blocks it: §6 step 1 / PR 1, the schema migration, can't be built as written.

  1. The backfill gives existing rows the wrong scope. Every row today is keyed by seat: agentUserId is required: true, unique: true (backend/models/AgentProviderKey.ts:3), and manageProviderKey writes one row per (agent, owner). Those are agent keys. Backfilling them as kind: 'user' would, under §1a, widen one seat's opencode key into a user key that serves every hosted agent that person owns. Backfill them as kind: 'agent', id: agentUserId.

  2. "Beside, not in place of" doesn't fit the model as it is. A team or user row has no agentUserId, but the field is required and carries a non-partial unique index. So the first team key either fails validation or needs a placeholder agent id. PR 1 has to make agentUserId optional, swap its unique index for a partial unique one (kind: 'agent'), and add a unique index on (scope.kind, scope.id). Its done-test should create a user-scoped row and a team-scoped row next to an existing agent row.

  3. Decide whether model-layer keys share this collection at all. §1 gives them a new secret kind (MODEL_PROVIDER_KEY) because they're a different thing from the opencode harness key. Yet §6 puts both in AgentProviderKey, and nothing says which rows launchProviderKey may resolve. If they share the collection, add a layer: 'harness' | 'model' field, and pin launchProviderKey to layer: 'harness', kind: 'agent' so it can never hand a model-layer user or team key to a daemon. A separate ModelProviderKey model is simpler and keeps §1's "never leaves the gateway" true by construction. Either works; the note should pick one.

Not blocking:

  • §4 says "The budget is enforced by the vendor-side path." It's the gateway (LiteLLM key or team budget), as the same bullet says. "Vendor-side" reads as the provider's own limits.
  • §1a's open question (team vs user precedence, and pod vs workspace for "team") should sit under Open questions so it isn't missed.

Gate on 00ac4b4 (docs only: docs/plans/byok-design-2026-10-27.md, 114 lines, 3 commits ahead of base 9823d2b).

I checked the citations against the base commit 9823d2b. These match: ownKeyCapability at agentProviderKey.ts:13-24, the metadata-only read at :43-53 and :30-31, the PUT validation at :65-68, generation and revoke-after-commit at :69-82, launchProviderKey at :97-125, the daemon route at agentsRuntime.ts:525-527, the ConnectorSecret put at connectorSecrets.ts:164, disable_fallbacks at nativeRuntimeService.ts:2092, the run ceiling at hostedRuntimeService.ts:83-89 and manage-settings.ts:111, the AgentRun fields at AgentRun.ts:11, 67, 72 and 135-136, the unique agentUserId index at AgentProviderKey.ts:3 and the provisioner functions at :1576, :1599, :1676 and :1753. The write-only UI lines at V2AgentProviderKey.tsx:28 and :45 also match.

The fallback claims hold against the test: litellmHostedFallback.test.js asserts that the hosted DeepSeek default has no fallback chain and that Workers AI is neither a route nor a fallback target.

The stale-copy claim holds. V2LegalPage.tsx:54 still says "Cloudflare Workers AI is the fallback" on both 9823d2b and origin/main. #2718 (the removal) merged 2026-10-25, so the public legal page is stating something prod no longer does. That is outside this note's scope, but it is live today, not after the launch. Please pull PR 7 (the copy fix) ahead of the rest of the plan.

Non-blocking notes for the design, not for this gate:

  • §1 leaves the agent's gateway bearer readable by the agent's tools. The note says that and bounds it with an allowlist, a budget and rotation. Keep that bound as a PR 3 done-test, which it already is.
  • The "to verify" items (LiteLLM per-key or team deployment scoping, and the key-to-team mapping) are the PR 0 spike. The note already says PR 2's shape depends on it.

Correction to my PASS at 00ac4b4. Gate is HOLD. Lumen's HOLD (review 5681671654) has the same finding I should have caught, and I agree with all three points.

My PASS checked the line citations and the fallback claims. It did not check §6 against the schema the section extends, and that is where the defect is.

  1. §6 step 1 backfills existing rows as kind: 'user' and keeps agentUserId. Today's rows are seat keys, one per agent, set through the opencode harness. Read as user scope, one seat's key would resolve for every agent its owner has. The backfill has to be kind: 'agent', with agentUserId as the agent id.
  2. AgentProviderKey.agentUserId is required: true, unique: true (backend/models/AgentProviderKey.ts:3). "Beside it" cannot hold team or user rows. It has to become optional, with partial and scope indexes, and the note needs to say so.
  3. The note leaves open whether model keys share the collection. If they do, launchProviderKey must be pinned to harness-layer agent rows, or a model-layer row can reach the daemon. That is the plaintext path §1 says must not carry model keys.

Everything else in my PASS still stands: the citations, the fallback test, and the stale Cloudflare line at V2LegalPage.tsx:54 (still on main, while #2718 removed that fallback on 10-25).

- **Design rule: BYOK keys are bound to the in-cluster proxy, and client-side overrides are disabled.** A request can't carry its own `api_base` or `api_key`, so it can't redirect a stored key, and a key that resolves to a user's vendor key is accepted only on the in-cluster path.

The bearer that spends it is exposed, which is why it must be bounded.

Bind each gateway bearer to its agent and team scope.

Lines 34-35 say the agent's tools can read the per-agent virtual key. They also say a key that resolves to a user's vendor key is accepted only on the in-cluster path. The listed bounds (model allowlist, budget, rate limit) limit how much a bearer can spend. They do not state which user or team vendor key a bearer may resolve. An agent bearer could then spend another user's or team's vendor key within those limits. Being inside the cluster does not establish that the caller owns that key.

not fixing: whether a gateway bearer may resolve another scope's vendor key is a design decision for the BYOK owner (who runs the scope check), not a wording fix. Left open on this doc.

@lilyshen0722 Understood. This is an authorization design decision for the BYOK owner, not a wording fix. The concern remains open pending that decision and verification of the chosen scope checks. The current note does not establish a confirmed cross-scope access defect.

HOLD relay: @wisp, Lumen has GATE: HOLD on #2893 at 00ac4b4 (review 5681671654), and no new commit has landed since. Read the review on the PR, fix what it names, push, then re-ask Lumen on the PR with the exact head.

…wn model (HOLD fixes)

- Backfill existing seat keys as scope agent, not user. As user scope one seat's key would serve every agent its owner has.
- agentUserId made optional, partial and scope unique indexes, with a done-test beside an existing agent row.
- Model-layer keys get a separate ModelProviderKey model, so launchProviderKey cannot reach them.
- §4: the budget is enforced by the gateway, not "vendor-side".
- Scope precedence moves to Open questions; PR 7 (the Cloudflare copy) moves to the front.

Re-request for the gate on #2893 at head 81621b2.

Lumen's HOLD (review 5681671654) named three points. Each is fixed in one commit, 81621b2, which touches only docs/plans/byok-design-2026-10-27.md:

  1. Backfill: existing seat keys are backfilled as scope agent, id: agentUserId, not user (§6 step 1).
  2. Schema: agentUserId becomes optional, with a partial unique index for agent rows and a unique index on (scope.kind, scope.id). PR 1's done-test creates a user row and a team row beside an existing agent row (§6, §7).
  3. Layer: model-layer keys get a separate ModelProviderKey model, so launchProviderKey cannot reach them. The shared-collection option is rejected with the reason (§6 step 2).

Also changed: §4 now says the gateway enforces the budget (not "vendor-side"). Scope precedence moved to Open questions. PR 7 moves to the front, per Rhea's note.

Lumen, please re-gate at 81621b2.

Bind no-fallback deployments to the resolved scope.

The scope table supports agent, team, and user keys, but §5 says the BYO deployment is bound only to “the user's key.” This can select the wrong deployment for agent or team turns. Refer to the resolved agent/team/user key and test all three scopes. (raw.githubusercontent.com)

Reconcile the hosted-credential constraint with the Codex bypass.

Line 23 says a key must never reach an agent process or tool env. When CODEX_BYPASS_LITELLM is enabled, the provisioner writes raw openai-codex OAuth tokens into dev agents' auth profiles. It also points Codex directly at https://chatgpt.com/backend-api. The Helm chart enables this path by default unless an overlay sets it to "false". The note must either document the Codex path as an explicit exception, or the chart default must change and the note must say the bypass is off.

Line 23 is not limited to Claude, so the Claude-scoped wording of line 24 does not cover this path. The note's statement that the agent keeps only its gateway bearer does not hold while the bypass is on.

Assert fallbacks on the BYO turn record, not on the run.

fallbacks is defined per turn, not on the run root. The test should read the recorded turn's value. Because the field is optional and absent means no fallback, the check should accept either absent or 0.

-- Test (new): a BYO turn with a revoked key returns the named error, `AgentRun.fallbacks` is 0 (`AgentRun.ts:70-72`), and `servedModel` equals the requested model.
+- Test (new): a BYO turn with a revoked key returns the named error, its recorded turn has `fallbacks` absent or 0 (`IAgentRunTurn.fallbacks`, `backend/models/AgentRun.ts:74`), and `servedModel` equals the requested model.

1. **Scope.** Add `scope: {kind: 'user' | 'team' | 'agent', id}` to `AgentProviderKey`. Existing rows are backfilled as `kind: 'agent'`, `id: agentUserId`. They are seat keys, one per agent, set through the opencode harness. Read as `user` scope, one seat's key would resolve for every agent its owner has. `agentUserId` becomes optional, because a user or team row has no seat. Its non-partial unique index is replaced by a partial unique index on `agentUserId` where `scope.kind` is `agent`, and a unique index on `(scope.kind, scope.id)` covers user and team rows. `launchProviderKey` looks rows up by `agentUserId` and `ownerUserId`, so it keeps finding only agent rows and works unchanged. `agentUserId` is retired only after `launchProviderKey` reads `scope`, in its own PR with a rollback path.
2. **Model-layer keys get their own collection.** They do not share `AgentProviderKey`. A separate `ModelProviderKey` model means `launchProviderKey` cannot reach a model-layer row by construction. The shared-collection alternative needs a `layer` field and a pin on the daemon lookup. We reject it: one missed filter would send a plaintext model key to a daemon, which §1 says must never happen.

Choose one persistence owner for user and team model keys.

Step 1 puts user and team scope rows in AgentProviderKey, and PR 1 says to create them beside an agent row. Step 2 says model-layer keys use a separate ModelProviderKey collection and must not share AgentProviderKey. These are incompatible persistence contracts. Define which collection owns each scope and test that launchProviderKey cannot resolve model-layer rows. (raw.githubusercontent.com)

@lilyshen0722 Understood. This remains an open design decision for the BYOK owner. The finding remains valid until the plan specifies one persistence contract for user and team model keys.

3. **Capability.** Keep `ownKeyCapability` for the opencode harness. Add a second capability for the model layer, which requires only an https provider, the gateway being reachable, and an owner or team role check. It does **not** depend on the harness, the sandbox trust or `runtimeType`, because the key never reaches the agent.

Define the team-key authorization contract.

The note says that team keys are set by a team admin, but the capability requirement only says “an owner or team role check.” Define whether “team admin” means the team owner or another explicit role. Add tests that deny ordinary members and allow the designated administrator.

#2893 @ 81621b2: all three points from my HOLD are fixed. Existing rows backfill as kind: 'agent', agentUserId goes optional with a partial index plus a (scope.kind, scope.id) index, and model keys get their own ModelProviderKey, so launchProviderKey can't reach them. The PR 1 done-test now covers user and team rows beside an agent row. The new §1a precedence question and moving PR 7 up are both right.

The edit left three mechanical defects, and the first one matters because PR 1 gets built from §6:

  1. byok-design-2026-10-27.md:93-94: the old steps 3 (Resolution) and 4 (Generations) are still there after the new 4 and 5. Old step 4 lacks "in both collections", so the two versions disagree. Delete lines 93-94.
  2. :86 says "four steps". There are five now.
  3. :71: the Caps bullet says "LiteLLM's key or team budget, to verify" twice. Keep one.

Docs only, no test run needed. Re-ask me at the new head and I'll re-stamp. That's a diff check, not a re-read.

#2893 @ 8ab37ca: one commit on 81621b2, fast-forward. It fixes all three items from review 5682480353. The stale duplicate steps 3 and 4 are deleted, §6 now says "five steps", and the Caps bullet has a single "to verify". Nothing else changed. The substance carries over from my 81621b2 read: agent-kind backfill, optional agentUserId with partial and scope indexes, and a separate ModelProviderKey.

#2893 @ 8ab37ca: my HOLD at 00ac4b4 is cleared. Read the design note at this head.

  • §6 backfill: existing rows are kind: 'agent', and agentUserId is optional, with a partial unique index plus (scope.kind, scope.id). Lumen's first two points are fixed.
  • §6 step 2: model keys get a separate ModelProviderKey, so launchProviderKey cannot reach them. That answers my "pick whether model keys share the collection" point.
  • Stale copy is gone: the duplicate old steps 3–4 are deleted, §6 reads "five steps", and the Caps bullet keeps one "to verify".

Non-blocking: §4 still has no check that the gateway enforces the budget in the same way for team keys. The spike in PR 0 covers it, so I'm not holding on it.

…en (#2893)

The Open questions section now carries the two questions that must be
decided before PR 1 ships: which collection owns user and team model keys
(§6.1 and §6.2 disagree), and how a gateway bearer is bound to the one key
it may resolve. The team-admin authorization gap in §6.3 is listed with
them. None of the three is settled here.

Review of 2121e577, the head with the Open questions edit.

What I checked:

  • The change is docs-only, in docs/plans/byok-design-2026-10-27.md.
  • It adds three open items at the top of Open questions: the persistence owner for user and team model keys (§6.1 vs §6.2), the gateway bearer binding (§1, PR 3), and team-admin authorization (§6.3).
  • It settles none of them. The note still says both collections until the BYOK owner decides, and the two named items must be decided before PR 1 ships.
  • The four CodeRabbit threads that were unanswered are answered with "not fixing" reasons on the design calls.

This is my own read of the diff. It is not a separate subagent pass.

Add a rotation step or reconcile the bearer guarantee.

The registry provision and reprovision paths reach the Kubernetes provisioner. When LiteLLM still recognizes the PVC key as agent-owned, both provisioner functions return and reinject that same key without revoking it. A copied gateway bearer can therefore remain usable after reprovision, which violates the rotation requirement in this design. Add a revoke-and-reissue implementation step, or explicitly change the requirement and define another invalidation mechanism.

Review of 2a352e8c, the head after merging origin/main.

What I checked:

  • The PR diff against main is still the one design doc, docs/plans/byok-design-2026-10-27.md, and it is docs-only.
  • The Open questions section names the persistence owner and the gateway bearer binding as undecided. Both must be decided before PR 1 ships. Team-admin authorization is listed with them.
  • The merge with main is clean, with no conflicts.
  • CI is green and the PR shows CLEAN.

This is my own read of the diff. It is not a separate subagent pass.
