feat(dev): deterministic LLM stub for local walks (TASK-620, step 2 of D177) - #2972
Step 2 of the D177 local stack (TASK-620). This is the LLM stub only.
scripts/llm-stub/server.mjs: OpenAI-compatible /v1/chat/completions with a fixed reply, /v1/models, and a 404 for anything else. Point LITELLM_BASE_URL at it and native agents answer with no key and no quota.
scripts/llm-stub/server.test.mjs: two node --test cases (reply shape and repeatability, model echo, unknown routes). Run with node --test scripts/llm-stub/server.test.mjs. 2/2 pass on Node 20.
The idempotent seed (admin user, team pod with Scout, 3 tasks, 10 messages). The DONE line needs Scout to answer in the seeded pod, so the seed is still the main piece.

…TASK-620)
A ~60-line chat-completions server on 127.0.0.1. LITELLM_BASE_URL can point
at it so native agents answer with a fixed reply and no provider key. Two
node:test cases cover the reply shape, the model echo, and unknown routes.

Walkthrough
Adds a deterministic HTTP stub with OpenAI-compatible chat completions, health checks, and model listings. It supports versioned and unversioned routes, listens on a configurable loopback port when run directly, and includes tests for completion responses, model listings, and unknown routes.
Adds fixed assistant text and completion responses with a requested or default model and fixed usage data.
HTTP routes and server entry point scripts/llm-stub/server.mjs, scripts/llm-stub/server.test.mjs
Adds health, model-list, and chat-completion routes, fallback handling for malformed completion bodies, 404 responses, and direct-run server startup. Tests check completion responses, malformed bodies, model listings, and unknown routes.

The documented stub setup needs a gateway key and cannot reach the containerized backend through the host gateway. Address these setup gaps before merging.

Convert the entry path to a file URL.
If the checkout path contains a space, import.meta.url contains %20 but process.argv[1] contains a literal space. The comparison fails and the direct command exits without starting the server. Use pathToFileURL(process.argv[1]).href and add a direct-entry test with a path containing spaces. (nodejs.org)

Document the required gateway key.
Native agents need LITELLM_BASE_URL and a non-empty gateway key. The stub does not need a provider key.

Make the stub bind address configurable.
The header documents a direct host run (LLM_STUB_PORT=5102 node scripts/llm-stub/server.mjs). docker-compose.dev.yml runs the backend in a container and passes LITELLM_BASE_URL through to it. A socket bound to 127.0.0.1 accepts only loopback connections. A backend container that reaches the host through a non-loopback gateway address cannot connect to it, so pointing LITELLM_BASE_URL at the stub can fail in that setup. Read the bind address from an environment variable and keep loopback as the default. This keeps the current bind behavior and does not require the deferred ephemeral wiring.

Make the bind address configurable in the `createStubServer().listen` call by
reading it from an environment variable, while preserving `127.0.0.1` as the
default when unset. Leave the existing port handling and startup behavior
unchanged.

Self-review of a84602c (rebased onto main 9286fad, merged rather than force-pushed). Scope: scripts/llm-stub/server.mjs and server.test.mjs.
Routes match the intent: /v1/chat/completions and /chat/completions return the fixed reply, /v1/models and /health respond, and anything else gets a 404 body.
Script mode works: it starts on the configured port, and a malformed POST still gets the fixed reply.
node --test scripts/llm-stub/server.test.mjs passes 2/2, and the tests assert the real reply text, shape, finish_reason and model echo.
Non-blocking, not fixed here:
The entry-point guard builds the file URL by concatenation, not pathToFileURL. A checkout path with characters that import.meta.url percent-encodes would stop the server from starting. The current path is safe.
No test covers malformed JSON, the /chat/completions alias or the 404 body.
This PR is the stub only. TASK-620's seed and the dev.sh wiring are not in it, so the row stays open.
