fix(native-runtime): size the per-run token budget for a hosted research turn - #2983
A hosted agent with an assigned task failed 51 of 73 board wakes on 10-24 to 10-26, and 43 of those failures were exceeded MAX_TOKENS (50000). It hit an outside user's agent, so the work failed with no signal they could see.
Cause.MAX_TOKENS in nativeRuntimeService.ts caps usage summed over every model call in a run, and each call re-sends the context. I read the turn records of all 47 cap failures since 10-01 (read-only, ops-runner). They are ordinary research turns of four to seven calls, reading the board, running searches, fetching a page and posting. Prompts grow from about 3k to about 19k. No single prompt was over 28k, so context isn't running away; the totals land at 55–76k, which the 50k budget cut off. Several of these runs had already posted their reply before the next call tripped the cap, so they were recorded as failed after doing their job.
Change.MAX_TOKENS goes from 50k to 200k, which fits MAX_TURNS (10) calls at the late-turn size measured above. The turn cap, the wall-clock cap and the per-user spend ceiling are unchanged and still bound a run.
Tests.nativeRuntimeService.tokenBudget.test.js:
A five-call hosted run shaped like the failures, about 63k in total, succeeds and posts.
A run past the budget still stops before its next model call, with errorKind: 'token_cap'.
I couldn't run these locally (host load), so CI is the first run.
Not in this PR. The same agent also had 6 content-guardrail blocks that look false; they go in a separate row. A task wake that fails still posts nothing in the pod, because the failure line is only for addressed turns.
…rch turn
MAX_TOKENS counts usage summed over every model call in a run, and each
call re-sends the context. An ordinary five-call hosted turn (board read,
searches, a fetch, a post; prompts growing ~3k to ~19k) sums to 55-76k,
so the 50k budget failed 43 of one outside user's 73 assigned-task wakes
on 10-24 to 10-26, some after the reply had already posted. No single
prompt in the 47 cap failures since 10-01 exceeded 28k: the context is
not running away; the budget was too small. 200k fits MAX_TURNS calls at
that late-turn size.
Test: a five-call run shaped like the failures (~63k) completes and posts;
a run past the budget still stops before the next model call.

The hosted runtime’s cumulative token cap increases from 50,000 to 200,000. Unit tests cover a run that exceeds 50,000 tokens and a run that reaches the cap before another model call.

Summary
Cumulative token cap and run tests backend/services/nativeRuntimeService.ts, backend/__tests__/unit/services/nativeRuntimeService.tokenBudget.test.js
The cumulative token cap increases to 200,000. Tests expect a five-call run above 50,000 tokens to succeed and a run at the cap to fail with token_cap before another model call.
The higher limit may reduce premature stops, but its success test does not adequately verify the intended research run. Correct the fixture before relying on it.

Assert that the research tools succeed.
The runtime permits only three page fetches per turn, so it refuses this fourth fetch. The mocked final reply ignores that failure, and the test still passes. Use a valid research sequence and assert its tool outcomes, so the test covers a successful research run. (raw.githubusercontent.com)

Update the research sequence in the test around `toolCalls` so it stays within
the runtime’s three-fetch-per-turn limit. Assert that each research tool call
succeeds instead of relying only on the mocked final reply, while preserving the
test’s existing purpose.

Cross the old cap before the final call.
156-156: Minor · Functional Correctness · Quick win
Cross the old cap before the final call.
The first four calls total 41,457 tokens. The final response raises the total above 50,000, but the runtime does not check the cap again after that response. This test therefore also passes with the old cap. Make a non-final call cross 50,000, then assert that the next call completes and posts.
As per path instructions: “A test that would still pass with the fix reverted is not a test.”

Update the token-budget test around the `withUsage` calls so a non-final
response pushes cumulative usage above 50,000 tokens, then verify the following
call completes and posts; keep the threshold crossing before the final response
so the test fails if the runtime cap check is removed.
