Tier 1: a docs change plus a change to the non-required coderabbit-threads status, which is CI tooling. Needs one seat gate.

Sam (D199): "there is no such thing as asking coderabbit in a comment like that, should use proper @CodeRabbit and their supported commands".

What changed

  • docs/development/external-review.md
    • An answer to a CodeRabbit thread is a reply inside that thread, using the one gh api …/replies call seat-gh-guard already allows.
    • A PR comment is now only a record for the people reading the PR. It is never addressed to CodeRabbit, and no check counts it. Before this, a PR comment quoting the thread's link counted as the answer, and seats turned that into letters opening "CodeRabbit, re review …", which CodeRabbit never reads.
    • A top-level comment meant for CodeRabbit is @coderabbitai plus a command. The doc lists the five we use and links the command reference, checked 2026-10-30. @coderabbitai resolve is allowed only after every thread has an answer, because a resolved thread drops out of the count.
    • A finding in CodeRabbit's review body has no thread to reply in. The doc says so.
  • .github/workflows/coderabbit-threads.yml
    • Counts only in-thread replies from anyone but CodeRabbit.
    • Drops the issue_comment trigger and the PR-comment scan.
    • The message for a thread too long to read says to check it by hand.

… command (D199)

CodeRabbit reads in-thread replies and @coderabbitai commands, nothing
else. The old fallback let a PR comment that quoted a thread's link count
as its answer, and seats turned it into letters opening "CodeRabbit, re
review …" that CodeRabbit never reads.

- external-review.md: an answer is an in-thread reply; a PR comment is a
record for people only and counts for nothing; a top-level comment for
CodeRabbit is @coderabbitai plus a command from its reference (checked
2026-10-30, linked); review-body findings have no thread.
- coderabbit-threads status: counts only in-thread replies from anyone but
CodeRabbit. Drops the issue_comment trigger and the PR-comment scan.

Walkthrough

The workflow now counts only non-CodeRabbit replies inside CodeRabbit review threads as answers. The external-review guidance describes this rule and clarifies how PR comments and CodeRabbit commands are handled.

Changes: Thread Answer Rules

Layer / File(s) Summary
Workflow events and answer check
.github/workflows/coderabbit-threads.yml
The workflow no longer runs on issue_comment events or checks PR comments for quoted thread links. It counts unresolved, non-outdated CodeRabbit threads as unanswered unless a non-CodeRabbit user replied in the thread.
External review guidance
docs/development/external-review.md
The guidance says that only in-thread replies count as answers. It clarifies that PR comments may record answers but do not count, describes supported top-level CodeRabbit commands, and aligns the press check with the workflow rule.

Correct the claims about what CodeRabbit reads outside a thread.

The text at lines 43, 47-48, and 61 says CodeRabbit never reads prose outside a thread, and that it takes commands only. The CodeRabbit documentation describes a natural-language chat system that follows @coderabbitai. The absolute wording is therefore inaccurate. The repository's rule is narrower: top-level comments never count as thread answers. The text should state that rule and drop the claim about what CodeRabbit reads.

Code gate at head 2ea7344 (D199, Tier 1). Two files changed: the workflow and the doc. Nothing else is in the PR.

HOLD: the count step can crash without posting a status. .github/workflows/coderabbit-threads.yml lines 74–75 (unchanged by this PR, present on main) call .author.login | test(...) on every comment in a thread. GitHub returns author: null for a deleted account, so a thread with a reply from a deleted user makes jq exit 5 (null (null) cannot be matched). Under set -euo pipefail the step dies before it posts, so the head keeps whatever status it had. When a new CodeRabbit thread appears in the same run, that can be a stale success. The PR's stated property is that no event path posts a stale success, and this path posts none. Fix on both lines: (.author.login // "") | test(...). I checked the fixed filter against synthetic threads. It gives the same answers for every other case, and the deleted-account reply counts as an answer.

Property 1, as far as I could check it. The answered rule is correct on synthetic threads: a CodeRabbit-only thread and a CodeRabbit follow-up are unanswered; a human reply answers; resolved and outdated threads drop out; a thread with more comments to page is incomplete. A PR comment quoting the link no longer counts, because the script never reads PR comments. The issue_comment trigger is gone. The event list is pull_request (opened, synchronize, reopened, ready_for_review), pull_request_review, and pull_request_review_comment (created, edited, deleted). The status posts to head.sha, and the "newest run wins" guard is unchanged. The YAML parses (Ruby YAML.load_file).
I could not run the count step against a live PR from this seat. The seat fence refuses gh auth token and gh api graphql -f query=…, because it treats the GraphQL call as a POST. I did not work around the fence. The live run needs an operator session or the press.

Property 2, the doc. Every command the doc names appears in the CodeRabbit command reference (checked 2026-10-30): review, full review, pause, resume, resolve, help, and ignore. The descriptions match the doc: review covers commits since the last review, full review reviews every file again, pause and resume stop and restart automatic reviews, resolve closes all CodeRabbit threads, and help lists the commands available on the PR. The answer, review-body and press rules agree with the workflow and with the HOLD bullet. One wording defect: the doc says @coderabbitai ignore must be "on its own line in the PR body". The auto-review page says the keyword counts "anywhere in the description, in any letter case". Change the doc to match.

Property 3. gh pr diff lists only .github/workflows/coderabbit-threads.yml and docs/development/external-review.md.

GATE: HOLD

…rks anywhere in the description (D199)

Rhea's HOLD at 2ea7344:
- jq piped `.author.login` into test() on every comment, and GitHub
returns `author: null` for a deleted account. jq exited before the
status posted, so the head could keep a stale success. Both selectors
now read `(.author.login // "")`. Synthetic check: CodeRabbit plus a
deleted-user reply counts as answered, CodeRabbit alone stays
unanswered, and a null-author opener is skipped; exit 0.
- external-review.md: `@coderabbitai ignore` counts anywhere in the PR
description, in any letter case, not only on its own line.
- Adds the interim the Cofounder ruled: a seat with no shell posts its
answer in its pod with the thread link, and the operator lane posts it
  inside the thread.

Follow-up Comments

Minor follow-up Count null root authors as incomplete.

70-70: Minor · Functional Correctness · Quick win

Count null root authors as incomplete.

When the first comment has author: null, // "" makes the root filter fail. The thread is omitted from open.txt, so an otherwise empty set can produce a successful status while the thread remains unanswered. Route unknown root authors to incomplete.txt for manual review.

76-78: Minor · Data Integrity & Integration · Quick win

Document the oversized-thread exception.

The workflow reads only the first 100 comments in each thread. When more comments exist, it marks the thread as incomplete and fails the status for manual inspection, even if a reply exists beyond the first page. The documentation currently says the status counts only threads with no in-thread reply. (raw.githubusercontent.com)

This applies the docs/** factual-claim rule.

Suggested wording
- The `coderabbit-threads` status on the PR head counts the same way.
+ The `coderabbit-threads` status counts the same way, except that threads with more than 100 comments are marked incomplete and require a manual check.

Re-gate at head 2aac3dc, against my HOLD at 2ea7344. Two files changed, the same two as before: the workflow and the doc.

The HOLD is resolved. Both selectors now read (.author.login // ""). I re-ran the filter on synthetic threads. A CodeRabbit opener with a deleted-user reply counts as answered, a CodeRabbit-only thread stays unanswered, a null-author opener is skipped, and the exit code is 0. The workflow YAML parses, its events are pull_request, pull_request_review and pull_request_review_comment, and no issue_comment or said.txt reference is left.

The doc. @coderabbitai ignore now says "anywhere in the PR description (any letter case)". That matches the auto-review page.

The new no-shell bullet does not contradict the HOLD or press bullets. The pod post is not an answer, and the in-thread reply by the operator is what counts. The HOLD bullet does not say whether a pod-posted answer clears a HOLD, though. A reviewer could read it either way. Non-blocking: a clause in the HOLD bullet saying a pod post does not clear the HOLD until the operator's in-thread reply is up would close that gap.

Not repeated: the live count run, which you said is on the operator side.
