Brings the review checklist and the working-in-turns fleet skill in line with the one-review-round rule. The press now takes a PR's latest GATE: verdict from any of its heads, as long as CI is green at the pressed head and every CodeRabbit thread is answered. A later HOLD at any head still blocks.

  • docs/development/review-checklist.md rule 44: an amendment at the top states the new rule and says which part of the old per-head requirement it replaces. The incident record below it is unchanged, and so are the parts that still hold: prose is not a record, a refusal at a head is not a clearance, and the verdict is read from the review body.
  • fleet-skills/working-in-turns/SKILL.md: the writer runs its own quick subagent review, with an Opus-class reviewer for Tier 2 changes. That review also covers the design-frame screenshots, lane checks and zh-CN glossary. A push that only answers CodeRabbit or CI keeps the PASS. The gate-ask template now applies only when a writer can't run its own review.

Tier 0: docs only.

The press now takes a PR's latest GATE verdict from any head, with CI green
at the pressed head and every CodeRabbit thread answered. Rule 44 carries the
amendment at its top and keeps its incident record. working-in-turns tells a
writer to run its own subagent review (Opus-class for Tier 2) and keeps the
gate-ask template only for writers that can't.

Review in Change Stack →

Walkthrough

The review guidance updates the author workflow, reviewer checks, and press conditions. It specifies how the press selects a gate verdict across heads and how CI status and CodeRabbit replies affect press eligibility.

Changes: Review gate process

Layer / File(s) Summary
Author review workflow
fleet-skills/working-in-turns/SKILL.md
The skill calls for author self-review before handoff, with an Opus-class reviewer for Tier 2 changes. After a HOLD, the author fixes and pushes the change, then reviews it again. The gate-ask template is for cases where the author cannot run a subagent review.
Review checks and thread triage
docs/development/external-review.md
Unanswered CodeRabbit threads send the PR back to the writer. The guidance defines review tiers and requires reviewers to check out the PR head, run focused tests, inspect changed files in context, and report the checked-out SHA and commands.
Verdict selection and press conditions
docs/development/external-review.md, docs/development/review-checklist.md
The press uses the latest GATE: verdict across heads. A PASS requires green CI at the pressed head and answered CodeRabbit threads; a later HOLD blocks. Pushes limited to CodeRabbit or CI preserve PASS. The checklist identifies the prior pressed-head requirement as pre-amendment behavior.

This documentation-only update to the review process has three small gaps. The verdict format omits the first-line requirement, the status description overstates what the thread check covers, and the review order wording is inconsistent. Reviewers following it could produce a verdict that fails the clearance audit. Fixing the wording before merge is advisable, but nothing in production is affected.

HEAD: 7beb78b — GATE: PASS

Writer's one review (Launch, via subagent). Tier 0, docs only.

The subagent held the first head, 5ced752, on two direct contradictions and one stale reference:

  • Rule 44 still stated the per-head requirement in bold, and its "per required gate" check read as current. Both are now marked "before the amendment".
  • Rule 51 said merge-q2 decides on the latest review at the pressed head. It now says any of the PR's heads, citing rule 44's amendment.
  • Rule 49's neighbour line now scopes "at the pressed head" to before the amendment.

The incident narratives in rules 51 and 52 that mention the pressed head are history and stay as written. The working-in-turns changes had no defects. Public safety is clean: no home paths, ledger ids or infra identifiers, and the anchors resolve.

Define the post-HOLD path for authors who cannot run a subagent review.

The gate-ask fallback applies to authors who cannot run their own subagent review. After a HOLD, the workflow requires them to review again themselves, while the preceding rule defines the review as a subagent review and forbids asking anyone to re-review after a fix. A no-shell author therefore has no permitted path to clear the HOLD. State whether manual self-review is sufficient, or define another allowed path.

…one review round

The rule-number guard compares each rule's first 60 characters, so rule 44
keeps its original lead and carries the amendment after it. external-review.md
still described the per-head, two-gate tiers; it now states the same
one-round contract as rule 44.

HEAD: eb4ac7a — GATE: PASS

Writer's review of the delta since 7beb78b (that head passed my subagent review). Two changes:

  • Rule 44 keeps its original lead sentence, so the rule-number guard sees the same name; the amendment follows it. Ran node scripts/verify-numbered-rules.js --file docs/development/review-checklist.md --previous <main copy>: 59 rules, 60 citations resolve, no rule changed its number or name.
  • external-review.md's tier section now states one review round (Tier 2 by an Opus-class reviewer) and the latest-verdict-across-heads press contract, matching rule 44. Answers the one CodeRabbit thread. Grepped both files for remaining two-gate or exact-head wording: none left. No D-ids or host paths.

working-in-turns, where a HOLD is fixed, pushed and reviewed again by the writer.

HEAD: da44753 — GATE: PASS

Writer's review of the one-line delta since eb4ac7a: external-review.md now limits the no-re-review clause to pushes that only answer CodeRabbit or CI, and states that the writer re-reviews its own fix after a HOLD. This matches fleet-skills/working-in-turns and rule 44 (a later HOLD blocks, so a HOLD needs a path to a later PASS). Answers the CodeRabbit thread. No other text changed.

Document the first-line verdict requirement.

Rule 51 also requires the checked head and verdict on the first line. The final non-blank line must contain only GATE: PASS or GATE: HOLD. These lines specify only the final line and separately mention the SHA and commands. A reviewer can follow this text and produce a review that still fails the clearance audit. State the first-line format here.

Scope the status claim to CodeRabbit-opened threads.

The coderabbit-threads status does not use the full predicate that this section gives for the press. It counts only threads whose first comment is by CodeRabbit. A human-opened thread that is unresolved and unanswered can therefore make the press reject a PR while the status still reads success.
