fix(v2): rail fits its 38px glyphs (staging smoke), plus the D223 sidebar rulings (TASK-735) - #3147
Follow-up to #3139 (TASK-735). It fixes the staging-smoke failure #3139 caused, and applies the Cofounder's rulings on the five sidebar deviations.
Why padding and not overflow-x: hidden: the rail is overflow: visible on purpose, so the hover labels, the attention badge and the language menu can escape it. Clipping the nav would hide them. Making the glyph fit fixes the cause.
The staging smoke is red because of #3139, and this fixes it. Run 41270043298 failed "rail no h-scroll @1440px" with over+2. #3139 made the nav glyph 38px wide (the artboard's size). The rail is 56px, less a 1px pane border and 10px padding on each side, which leaves a 35px content box, so the nav scrolled sideways. With 8px padding the box is 39px. I injected the rule on staging and the overflow measured 0. The layout test now derives the fit from the rail width, the padding and the glyph width.
What else changes:
The rail glyph is the nearest grey to the artboard that clears 3:1 on the rail's own surface. The rail sits on --v2-shell-bg (#eef0f4). The artboard's #98a2b3 measures 2.26:1 there, so the light value is #828a99: 3.05:1 on the shell and 3.47:1 on the white tab bar. Dark keeps the artboard's #5f6979, at 3.48:1 on the dark shell and 3.17:1 on its surface. This follows the Cofounder's standing rule from 11-01: follow the artboard unless a value fails a measured standard, then take the nearest value that passes. An earlier head used #848c9b, measured against #f2f4f7; CodeRabbit pointed out the real surface, and I verified it.
Phone tab labels use the artboard's sans family at the 12px floor, as 500 12px/14px var(--v2-font). They were 11px mono before.
Inactive phone tab icons take the same token. They were the placeholder grey, which is 2.58:1 on white. The label keeps muted text at ≥4.5:1.
The other two rulings needed no change. Phone rows stay at 44px, and the selected tint stays as drawn (contrast measured on #3139: mark/pane 7.82 light and 5.12 dark, meta/tint 4.51 light and 5.04 dark).
Tests: v2-layout-invariants pins the label font, the inactive item colour and the rail token values, with the measured ratios in the comments. The v2 suite passes in a container: 169 suites, 1968 tests.
…s tab labels (TASK-735)
Cofounder ruled on the five deviations #3139 listed:
- Rail glyphs at rest take the artboard's placeholder grey in both themes.
- Phone tab labels take the artboard's sans family at the 12px sans floor.
- Phone rows stay 44px, mono stays at the 11px floor, and the selected
tint stays the artboard's (the cobalt mark carries selection at 7.8:1
light and 5.1:1 dark against the pane), so none of those change.
Also pins the inactive tab glyph colour, from CodeRabbit on #3139.

Rail padding and icon colors change in light and dark themes. Mobile tab icons and labels receive updated styles. Layout-invariant tests check rail width, token values, and phone-tab styles.
The light-theme rail icon token changes to #828a99. Both dark-theme values change to #5f6979. Tests check the light value and require two dark-theme declarations.
Rail horizontal padding changes from 10px to 8px. The test checks that the navigation item fits within the usable rail width after subtracting the border and padding.
Mobile tab styles frontend/src/v2/v2.css, frontend/src/v2/__tests__/v2-layout-invariants.test.ts
Mobile tab icons use --v2-rail-icon. Labels change to 500-weight 12px/14px --v2-font. Phone-width tests check the icon token and label typography.
The change is low risk, but a narrow mobile layout regression could remain undetected without the requested browser assertion.

Cofounder ruling 11-01: follow the artboard unless a value fails a measured
standard, then take the nearest value that passes. The artboard grey is
2.34:1 on the light shell; #848c9b is 3.07:1. Inactive phone tab icons
move from the placeholder (2.58:1 on white) to the same token.

Measure the light rail token against the actual rail surface.
The rail renders on --v2-shell-bg (#eef0f4), not #f2f4f7. #848c9b is approximately 2.97:1 on the rendered surface, below the D223 3:1 requirement. Select the nearest passing token for #eef0f4, or change the rail background if #f2f4f7 is intended. Update the matching invariant test with the same surface. (raw.githubusercontent.com)

#3139 widened the nav glyph to the artboard's 38px inside a 56px rail with
10px side padding, a 35px content box. The staging smoke failed on it
(rail no h-scroll @1440px, over+2). 8px padding gives 39px; measured 0 on
staging with the rule injected. The test now derives the fit from the rail
width, padding and glyph width.

CodeRabbit (verified): the rail sits on --v2-shell-bg #eef0f4, where
#848c9b is 2.97:1. #828a99 is 3.05:1 there. The rail item comment no
longer claims the old token rationale.

Rail grey measured against the wrong surface (79e1913): fixed. The rail sits on --v2-shell-bg#eef0f4, where #848c9b is 2.97:1. The value is now #828a99, which is 3.05:1 there. The test pins both the token and the shell value.
Stale rationale on .v2-rail__item (29bbd34): fixed. The comment now points at the token and its measured ratios.

Add a fixed mobile-tab overlap assertion.
The staging smoke already checks rail overflow at 1440px and page overflow at 390px. It does not inspect .v2-mobile-tabs or detect overlap with the fixed tab bar. Add a real-browser assertion for the tab bar at phone width. Keep the CSS assertions as mutation-sensitive guards.

Gate at 5cd51d7 (Tier 1, CSS and tests only). One review round per D218: the writer's self-review, CodeRabbit, then CI.
Rail overflow (the staging-smoke red from #3139). The rail's content box is now 39px (56 − 1 − 2×8) for the 38px glyph. With the rule injected on staging, .v2-rail__nav measured scrollWidth 39 against clientWidth 39. A test derives the fit from the rail width, the padding and the glyph width, and it fails at the old 10px.
Contrast, measured on the actual surfaces:
the rail grey #828a99 is 3.05:1 on #eef0f4, and 3.47:1 on the white tab bar;
dark #5f6979 is 3.48:1 on the shell and 3.17:1 on the surface.
CodeRabbit: both findings verified and fixed (the triage comment is above).
CI is green at this head: Test & Coverage, Frontend tests, E2E, and the Latchkey suite.
