feat(agent-runtime): staging hosted-runtime worker env + walk skips hosted steps until live - #3177
Stands up a staging hosted-runtime worker so the staging instance can provision hosted agents. Today staging returns 503 hosted_runtime_unconfigured on provision because no worker is configured there.
wrangler.toml — a separate [env.staging] worker (commonly-agent-runtime-staging) with its own api-staging.commonly.me URL and its own admin token held in staging Secret Manager. A named Cloudflare env inherits neither bindings nor vars, so the AGENT durable-object binding and the vars are repeated; the top-level migration applies to every env.
values-staging.yaml — backend.env.hostedRuntimeUrl → the staging worker URL, which renders the existing hosted-runtime ExternalSecret (pulling the commonly-staging--prefixed admin token), so the backend stops 503-ing on provision.
scripts/first-user-walk.mjs — a 503 on provision now skipshosted-install / hosted-reply instead of failing them, so the staging walk stays incomplete (not red) until the worker is live. Adds a SkipStep result kind and a test.
Deploy (operator-side — the Cloudflare account is operator-private)
The admin token is already minted and stored in staging Secret Manager. The worker deploy is one pasteable line (pipe the token from Secret Manager into wrangler secret put, then wrangler deploy --env staging), run from workers/agent-runtime — the token is never typed by hand. Nothing here is prod-blocking: the staging walk is advisory and the dispatcher gates on staging-smoke only.
Proof
node --test scripts/first-user-walk.test.mjs → 15/15 pass (includes the new skip-path test).
helm template … --show-only templates/secrets/hosted-runtime.yaml with values-staging renders the ExternalSecret in commonly-staging with remoteRef key commonly-staging-hosted-runtime-admin-token.
…osted steps until it's live
- wrangler.toml: add [env.staging] — a separate worker (commonly-agent-runtime-staging)
with its own COMMONLY_API_URL (api-staging.commonly.me) and its own admin token
held in staging Secret Manager. A named Cloudflare env inherits neither bindings
nor vars, so the AGENT durable-object binding and vars are repeated; the
top-level migration applies to every env.
- values-staging.yaml: set backend.env.hostedRuntimeUrl to the staging worker URL,
which renders the hosted-runtime ExternalSecret (pulling the commonly-staging-
prefixed admin token) so the backend stops returning 503 on hosted provision.
- first-user-walk: a 503 hosted_runtime_unconfigured on provision now SKIPS the
hosted-install / hosted-reply steps instead of failing them, so the staging walk
stays incomplete (not red) until the worker is deployed. Adds a SkipStep result
kind + a test for the skip path.
The worker deploy and token sync are operator/CI-side (the Cloudflare account is
operator-private): wrangler deploy --env staging, with the admin token piped from
Secret Manager into wrangler secret put so it is never typed by hand.

Walkthrough
Staging configuration now sets the hosted-runtime URL and adds a staging worker environment. In sign-in mode, the first-user walk skips hosted steps for recognized not-ready responses. Cleanup uses hosted provisioning status to determine whether a deprovision failure is recorded as a survivor.
Adds a staging worker environment with its own worker name, Durable Object binding, staging API URL, and deepseek provider. Sets the staging hosted-runtime URL in Helm values.
First-user walk skip and cleanup behavior scripts/first-user-walk.mjs, scripts/first-user-walk-cleanup.mjs
Adds skipped step results. In sign-in mode, the walk skips hosted provisioning for hosted_runtime_unconfigured or hosted_runtime_unreachable responses and skips hosted-reply when provisioning is skipped. Cleanup receives whether provisioning succeeded and records recognized deprovision failures as survivors when it did.
Tests cover staging skips for 503 and 502 responses, a survivor after successful provisioning followed by failed deprovisioning, and failures for production 502 and unrecognized 500 responses.
The staging first-user walk can report clean cleanup when a timed-out provision actually created a worker and the later stop fails. A staging worker and its runtime token could then be left active without being reported. The impact is limited to the advisory staging walk, but it should be fixed before merge.

Add mutation-sensitive Helm coverage for the staging hosted-runtime contract.
The PR adds the staging hostedRuntimeUrl but no Helm test for its cross-template wiring. Add a render test that asserts the staging ExternalSecret remote key, backend URL, and hosted-runtime/HOSTED_RUNTIME_ADMIN_TOKEN reference. When hostedRuntimeUrl is unset, assert that the ExternalSecret is absent. Changing hostedRuntimeUrl or keyPrefix must make the relevant assertion fail.

…502 + 503)
Self-review catch: once values-staging sets hostedRuntimeUrl the backend is
CONFIGURED, so an undeployed worker returns 502 hosted_runtime_unreachable, not
503 — the 503-only skip would have gone red in the exact interim window it was
meant to keep green (the backend maps every worker fetch/non-ok to 502 and
discards the upstream status; only the !isConfigured path returns 503). Key the
skip on the backend error CODE (hosted_runtime_unconfigured | hosted_runtime_
unreachable) so a genuine 500 (token_mint_failed, unexpected error) still fails.
Tests now cover 503-skip, 502-skip, and 500-still-fails; the values comment that
claimed the URL "stops 503-ing" is corrected to the 502 reality.

…lean, document both worker secrets
Addressing the CodeRabbit review on #3177:
- Skip scoped to the STAGING run (mode 'signin', the shared account on api-staging).
On prod (signin-prod) and signup a not-ready provision is a genuine outage and
FAILS — never hidden as a skip. (CodeRabbit: "this branch also runs against
production" / "without hiding genuine worker outages".)
- cleanup: a not-ready deprovision (503 unconfigured / 502 unreachable, by code) on
a staging run is no longer recorded as a survivor — provisioning was skipped, so
nothing leaked — which previously flipped the whole run to fail. The test's fake
deprovision now returns the not-ready code so this path is actually exercised.
- wrangler.toml: document that a named Cloudflare env inherits no secrets, so the
staging worker needs BOTH set per-env: RUNTIME_ADMIN_TOKEN (gates provision) and
DEEPSEEK_API_KEY (MODEL_PROVIDER=deepseek; a turn throws without it).
- Tests: staging 503/502 skip + cleanup-clean, PROD 502 FAILS, 500 FAILS. 45/45.

On the values-staging.yaml nitpick (mutation-sensitive Helm render test for the hosted-runtime wiring): not adding it in this PR — there's no Helm-render test tier in the repo today (Helm is verified with helm template), so this would mean standing up a new harness, out of scope here. I did verify the contract by render: helm template … --show-only templates/secrets/hosted-runtime.yaml with values-staging produces the ExternalSecret in commonly-staging with the staging remoteRef, and the template's if guard drops it when hostedRuntimeUrl is unset. A Helm-render test tier is worth tracking separately.
…ey, not prod's
Fresh-keys rule, same as the admin token: a staging leak must not spend on prod's
DeepSeek key. The worker calls DeepSeek directly (no base-URL env in the worker),
so pointing it at staging LiteLLM's capped virtual key isn't an option from the
Cloudflare edge. So the staging worker's DEEPSEEK_API_KEY is a SEPARATE spend-capped
staging key, stored as commonly-staging-deepseek-api-key and set per-env operator-side
— never prod's commonly-deepseek-api-key.

… provisioning did NOT succeed
CodeRabbit catch: on a staging run where provision SUCCEEDED (200), a failed deprovision
(502 unreachable) leaks the worker + runtime token — the backend revokes the token only
after a successful stop — but the exemption keyed on staging alone reported it clean.
cleanupRun now keys the exemption on hostedProvisioned (false only when provision was
skipped or failed, so nothing was created to leak); a failed stop after a successful
provision is always a survivor, staging or not. Default hostedProvisioned=true keeps the
conservative behaviour for any caller that omits it. Added a provision-200 +
deprovision-502 survivor test. 46/46.

Keep ambiguous provisioning outcomes in the survivor report.
The route stores the runtime token before sending the worker request. The worker stores that token before returning success. A timeout or connection error can therefore return 502 hosted_runtime_unreachable after the worker was created. The failure path does not revoke the token or roll back the worker.
The first-user walk sets hostedProvisioned only after a 200 response. If deprovision then returns hosted_runtime_unreachable or hosted_runtime_unconfigured, stopNotReady suppresses the survivor. Cleanup can report clean while the worker or token remains active.
Only exempt a failed stop when the provision result proves that no worker was created. Keep timed-out and otherwise ambiguous provision outcomes in the survivor report. Add coverage for provision 502 after a possible worker start followed by deprovision 502.
