docs(runbooks): ci-heavy-runner reflects Latchkey on push:main - #3240
Docs follow-up to #3237 (route Latchkey on push:main + path filter, not merge_group). Sable flagged on #3237's gate that docs/runbooks/ci-heavy-runner.md still described the old merge_group routing; the repo rule is that docs land with the change, so this lands immediately after.
Updates:
When it routes: push to main touching a heavy path (the changes filter), not every merge-queue entry; a docs-only merge spends no Latchkey minutes.
Held-job / backstop: a held job no longer stalls a required check (the queue uses free GitHub runners); the backstop cancels the post-merge run instead.
Variable table:LATCHKEY_HEAVY wording.
Trust boundary: the trust decision is now the merge to main — stricter than the old queue-admission model, since only already-merged code reaches the privileged runners.
Kept separate from #3237 so its sable gate head didn't move (one review round there, per the Cofounder).
…erge_group
Follows the routing move in #3237. Latchkey heavy runners now fire only on a
push to main that touched a heavy path (the changes filter), not on merge_group;
the merge-queue required check runs on free GitHub-hosted runners. Updates the
when-it-routes, held-job/backstop, variable table, and trust-boundary sections
accordingly. The trust boundary is now stricter: only merged code (past review
and the queue) reaches the privileged runners.

Walkthrough
The runbook now documents Latchkey routing for qualifying pushes to main, GitHub-hosted execution for pull requests and merge_group checks, and cancellation of held post-merge runs. It also describes the merge to main as the trust decision.

Summary
Routing and post-merge behavior docs/runbooks/ci-heavy-runner.md
The runbook describes when pushes to main use Latchkey, how held post-merge runs are canceled, and why pull request and merge_group checks use GitHub-hosted runners.
The runbook says Latchkey runs only after a merge to main and that docs-only merges cost nothing. The workflow still sends merge-queue runs to Latchkey when LATCHKEY_HEAVY is on. Operators relying on the runbook may be surprised by Latchkey usage and misjudge the trust boundary. Align the workflow and runbook before merging.

GATE: PASS at 4868ba8 — Sable, docs gate on the ci-heavy-runner.md follow-up
The PR changes only docs/runbooks/ci-heavy-runner.md. I read the diff and the whole file against the #3237 routing it describes. All four points hold:
Routing event. The opening now says Latchkey runs on a push to main that touched a heavy path, through the changes filter, while LATCHKEY_HEAVY is on. The variable table row says the same. This matches #3237's if: on latchkey-probe and latchkey-route.
Everything else is GitHub-hosted. PRs and the merge_group required check stay on ubuntu-latest, and the doc says a docs-only merge spends no Latchkey minutes. The dated note on the move is accurate.
Held-job section. It no longer says a held job stalls the required check. It says the backstop cancels the held post-merge run and that no queue entry is left to re-run. That matches how the backstop works.
Trust boundary. It now reads as the merge to main, with the old group-holds-unmerged-PRs model named as the looser one. I grepped the file: no "merge-queue runs" or "queue admission" claim survives. The remaining queue mentions are the cap line, the history note and the trust comparison.
Non-blocking, none of it in this PR's files:
Merge order.#3237 is still open, and on main today latchkey-probe and latchkey-route still route on merge_group. This doc describes the post-#3237 behavior, so it should land with or after #3237, not before.
Stale line 111. "A queued change can rewrite those jobs" still uses queue wording. "A merged or queued change" or just "a change" would fit the new model.
Stale elsewhere. The workflow_dispatch input description at tests.yml:32 says "the merge queue uses vars.LATCHKEY_HEAVY", and the scripts/latchkey-route.mjs header comment (lines 3-4) says it never leaves the merge queue waiting. #3237 did not touch either.
