ci(deploy): run the guard-name canary after chat verify, roll back on a block - #3296
Wires the guard-name canary into deploy-dev.yml, after the "Verify the new backend
serves chat" step and before "Record this release as rollout-verified".
The canary runs one real hosted-agent turn through the live injection guard for an
agent named after a guard keyword — the failure class that returned HTTP 400 on every
turn for a design partner until #3285 scoped the guard off our own system prompt. Smoke
and e2e never caught it because neither drives a real guarded turn for a keyword-named
agent.
Behaviour
canary exit
meaning
deploy
0
guard let the turn through
continues
3
guard blocked the turn
step fails → existing rollback step fires
2
inconclusive
warning only, no rollback
1
kubectl/node error
warning only, no rollback
steps.canary.outcome == 'failure' is added to the rollback step's condition, so a
block (exit 3) rolls the release back to the last rollout-verified revision.
Notes
The step runs the canary script from the dispatched checkout, so it matches the
release even while ops-runner is still rolling to the new image.
~30s and 4 model turns. The concurrency: deploy-dev group (no cancel-in-progress)
keeps deploys serial, so two canary runs never share the hosted cap — a hand run
during a deploy is the case to avoid.
Verified the deploy service account already has namespace-wide pods/exec
(ClusterRole admin), which covers litellm and ops-runner; it already execs the
backend pod for the chat check.
actionlint run locally against the edited workflow — clean. A dispatch-only workflow
is not parsed by PR CI, so lint it before pressing.
Depends on #3295 (adds scripts/guard-name-canary.js + scripts/guard-keywords-dump.py
and the runbook). Merge this only after #3295 is on main, or the first deploy that runs
the step has no script to call.
… a block
After the backend chat check and before recording the release as rollout-verified,
run a real hosted-agent turn through the live injection guard for an agent named
after a guard keyword — the class that returned 400 every turn until #3285. Exit 3
(guard blocked) fails the job so the existing rollback step fires; exit 2
(inconclusive) and exit 1 (kubectl/node error) warn only. Adds
steps.canary.outcome == 'failure' to the rollback condition.
The step runs the canary script from the dispatched checkout (so it matches the
release even while ops-runner is still rolling), execs litellm for the live keyword
dump and ops-runner for the turn, ~30s / 4 model turns. The concurrency:deploy-dev
group keeps deploys serial so two canary runs never share the hosted cap. Verified
the deploy service account already has namespace-wide pods/exec (ClusterRole admin),
covering litellm and ops-runner. actionlint clean.
Requires the canary script on main (#3295) before the first deploy that runs it.

Deploy Dev runs a guard-name canary using keywords from the dispatched checkout. Exit code 3 fails the step. Other nonzero exit codes produce a warning without failing it. Canary failure also triggers the workflow’s rollback condition. A regression test checks the canary and rollback wiring.

Summary
Run the canary and handle failure .github/workflows/deploy-dev.yml
The workflow gets guard keywords from the dispatched checkout and runs the canary script in ops-runner. Exit code 3 fails the step; other nonzero exit codes produce a warning without failing it. The rollback condition includes canary step failure.
Test canary workflow wiring .github/workflows/tests.yml, scripts/guard-canary-wiring.test.mjs
The Tests workflow runs a regression test. The test checks the canary step ID and exit-code handling, the rollback condition, and the rollout-recording success condition.
The workflow is not shown to be broken, but important deployment safeguards can regress without the requested test coverage.

Gate (SRE operator self-gate, D218 one round) — guard-name canary wiring, head 683ccda. .github/ sensitive path → hand-press, held until #3295 is on main.
Fresh Opus subagent review; deploy-safety wiring verified SAFE on every count:
No explicit if:, so the canary runs only on success(); if chat/rollout failed it SKIPS (outcome 'skipped', not 'failure') and cannot wedge the rollback condition, while the pre-existing helm/rollout/chat clauses still fire.
On exit 3, "Record this release as rollout-verified" (if: success()) is correctly skipped, so a guard-blocked release is never recorded as a rollback target.
Shell: || KW='' and || CODE=$? correctly suspend -e; CODE always numeric for the =3 test; "$KW" passed as one quoted env value. actionlint 1.7.7 clean.
RBAC precondition verified separately: deploy SA has namespace-wide pods/exec (ClusterRole admin) → litellm + ops-runner covered.
Known dependency, not a defect: the step execs scripts added by #3295. Until #3295 is on main the canary fails SAFE (warn-only — never a spurious rollback or a bad deploy). Press ordering handles it: do not press this until #3295 has merged.

Add a deadline to the canary's kubectl exec calls.
The canary runs two kubectl exec calls with no client-side deadline. If one of them stalls, the step can run until the 45-minute deploy job timeout cancels the job. A cancelled job does not satisfy failure(), so the rollback step is skipped. The same unbounded exec pattern already exists in the chat verification step, which runs earlier in the same job.

Report a skipped canary when the checkout lacks its script.
A dispatch with an older inputs.ref can check out a commit that predates scripts/guard-name-canary.js. The < scripts/guard-name-canary.js redirection then fails on the runner with exit 1. The step treats exit 1 as a warning, and the release is recorded as rollout-verified without the canary running. No documented fallback covers this case. The PR description requires #3295 on main only before the first deploy that runs this step.
Add an explicit check so the skip is visible in the run log. This keeps the warn-only policy for exit 1. If a missing canary must block the release record, the step needs to fail instead, which also changes rollback behavior.

The canary's exit-code map (3 -> fail the step so rollback fires; 1 and 2 -> warn only;
0 -> pass) is load-bearing and had no test. Add scripts/guard-canary-wiring.test.mjs,
which reads the canary step and the rollback condition straight out of deploy-dev.yml and
asserts: only exit 3 hard-fails the step, 1 and 2 are warn-only, the rollback step
references steps.canary.outcome == 'failure', and the rollout-verified record is
if: success() so a guard-blocked release is never recorded. Wired into tests.yml beside
the changes-filter regression test. Raised by CodeRabbit on #3296.

Gate re-stamp (SRE operator self-gate, D218) — head 7d54dc9. .github/ sensitive path → hand-press, held until #3295 is on main (it is now).
Delta since the prior gate (683ccda): added scripts/guard-canary-wiring.test.mjs + a tests.yml CI step, per CodeRabbit. Test-only + CI wiring; the deploy-dev.yml canary logic the D218 round verified SAFE is unchanged. The new test reads the canary step and rollback condition out of the workflow and asserts exit 3 alone hard-fails → rollback, 1/2 warn-only, rollback references steps.canary.outcome, record is if: success(); 5/5 pass locally, deploy-dev.yml actionlint clean. CodeRabbit thread answered.
Earlier D218 verdict stands: exit-code routing, skip semantics, rollback condition, and the record/rollback interaction are all correct and fail-safe.
