Initial bounded core slice
Pure session/transcript rules and bounded synthetic runtime: audio ingress ordering/replay, queue/session/event/observer limits, drain/final/terminal ordering, cancellation, lag/cursor expiry, session isolation and cancellation-safe concurrent shutdown.
Verification
Explicitly not complete
Synthetic transcript output does NOT recognize speech. Generated HTTP/CLI/MCP/TypeScript projections are declared scaffolding, not compiled/wired transport implementations. No HTTP/SSE/MCP host, executable shared-service CLI, real provider adapter/flush/cancellation evidence, authentication, production deployment or legacy Convex integration. Terminal sessions retain their bounded slots; no eviction policy.
This PR establishes the tested library foundation, not full GLOTCAP acceptance or a release.
