fix(ci): run bootstrap guard after checkout - #66

Conversation
The guard read package.json before actions/checkout, so the file never existed and the job failed before touching the token. Move the guard after checkout.

Purpose
Bootstrap run 36618653542 failed in the guard step: it read
package.jsonbeforeactions/checkout, so the file didn't exist. No checkout, token read, or publish happened in the failed run — the failure was purely in step 2.Fix: move the guard after checkout. Guard logic unchanged (still fails hard if the package already exists on npm).
