Without "type": "module" the copied source loaded as CommonJS through tsx on some runners, failing with ERR_REQUIRE_CYCLE_MODULE and blocking the release.

The 1.18.0 release stopped on one reproducibility runner: the version test's temporary package had no
"type": "module", so the copied source loaded as CommonJS through tsx and failed with ERR_REQUIRE_CYCLE_MODULE. Nothing was published or deployed.
