This updates the firmware to v2.1.0 for the upcoming EEGFrontier V2 board.
The ADS1299-4 uses a fixed 4.5 V internal reference, so
VREF 2400now returns an error instead of reporting a scale the hardware cannot select. The firmware also waits 150 ms for the reference to settle after enabling it. I updated the startup messages for the isolated SPI and power paths, while making clear that the board is not IEC 60601-1 certified.The sample packet format is unchanged for Pendulum. The HELLO event now reports firmware 2.1 and is sent before the ADS initialization result.
The V2 schematic and PCB will follow in a separate PR.
