Retire the same-boot migration from the pre-core librx3_stems.so runtime.
Upgrading from that legacy runtime requires restarting the player. Current
core preload insertion uses the shared ordering primitive directly, preserving
other libraries and collapsing duplicate core entries.

Remove the legacy preload registration and the dedicated filtering loop.
Keep current-runtime reinsertion and recovery handling intact.

The ordering change from #34 is upstream in #42. This PR isolates the remaining
compatibility-policy decision from that completed ordering fix.

Validation: all 17 module API tests pass.

Toolkit upgrades require a player restart. Retire the same-boot migration
from the pre-core stems runtime and delegate core preload insertion to the
shared ordering primitive.

Opened this just because I don't really think there's any reason to keep around this shim code. I don't think there's a strong enough argument for people upgrading the mods on a live RX3. People will reboot
