taxi simulator for PT #3

I am thinking in creating a function that uses the taxi fare simulator from the https://fptaxi.pt/simulador-fptaxi/ (up to date with Regulamento da AML n.º 717/2026).
The idea is:

• input: origin_lat, origin_lon, destiation_lat, destination_lon, datetime
• output: route + fare

And with the geojson route, use it with MobilityDataPT::tools_for_itinerary(sf_itinerary) to estimate the tolls (optional).

The problem:

fptaxi uses a tomtom api (proprietary).
the tomtom request has to be in the future, so datetime needs to be adjusted to the hour/day week pattern.
