make a fabric.mod.json update for 1.21.4 and 1.21.9 versions

Remove modmenu dependencies from both versions

Change 1.21.4 dependency to 1.21.4-1.21.8

Change 1.21.11 dependency to 1.21.9

I hope you will understand me right

I mean 1.21.4 version works up to 1.21.8

And the same version is working on 1.21.9-1.21.11
