feat: 리포트 생성 5-agent 테이블 추가 (report_generation_runs/report_drafts/report_generation_events) - #97

…ts tables New tables back the Strands Graph 5-agent report generation pipeline (01_production_5_agent_agentic_rag_design.md §18). Placed in this DB to match the existing cross-repo write pattern the AI service already uses for reports/report_segments. Migration generated with alembic revision --autogenerate; verified upgrade+downgrade locally against docker-compose.local.yml before committing.

UtterAI_AI)이 사용할 BE 측 테이블 3개를 추가합니다.report_generation_runs: 실행 상태(QUEUED/RUNNING/.../HUMAN_REVIEW/FAILED 등) 추적report_drafts: Agent가 생성한 SOAP 리포트 초안report_generation_events: Graph 노드별 이벤트 로그 (재현/디버깅용)상태 컬럼은 pg ENUM이 아니라 VARCHAR로 뒀습니다 — 상태값이 설계 중 계속 바뀔 걸 감안해 ENUM 마이그레이션 반복 비용을 피하려는 의도적 선택입니다.
