What changed in this PR
Adds a manually triggered workflow to build and package Payjoin-enabled Linux release binaries.
Changes:
- Builds five command-line binaries, validates archive metadata and executable properties, and uploads the archive.
- Removes build-path metadata from OpenSSL compiler flags and fixes its module directory.
- Replaces optional storage in the test hook with an explicit active flag.
