Individual usernames per password and password limits

Many applications only support one password per username (such as Dovecot or FreeRADIUS). Therefore individual usernames may be assigned per password.

Therefore, there are two measures that should be implemented:

• Limit the amount of created passwords (configuration value, displayed in UI)
• Create individual usernames per login (visibility in UI can be toggled per configuration) 2295ebf
