Support `scalaOrganization`

[mbovel]

SBT and Coursier now support switching the default org.scala organization to another one, thanks to recent fixes. This is useful to use forks of the compiler with the same toolchain. In SBT, this is done with a scalaOrganization setting. Could we support a similar option in Scala-CLI?
