EDVR Read Support

I would love to be able to access DVRs from Rust. This would enable highly efficient processing of data from an FPGA for example with zero copy.

Functions exist in extcode.h but are undocumented so it may be difficult to untangle and unstable.

There is a public implementation at https://gitlab.com/serenial/g-augmented-reality-toolkit/-/blob/develop/shared-binary/include/g_ar_toolkit/lv_interop/lv_types.hpp?ref_type=heads which references it's source.

Just did a bit of browsing and looks like we could achieve this in rust with RawMutex from parking_lot: https://docs.rs/lock_api/latest/lock_api/trait.RawMutex.html

Sounds like this could also be a fantastic way to share data that can be updated atomically on either side of the Rust/LabVIEW boundary.

I am some way off from being able to contribute something in Rust but here is a clear-ish 300 line example in C++ that has all the functionality and a simple example of how the EDVR API works.
