Implement referral tier upgrade contract for volume-based reward increases #1034
Description
Summary
Extend the referral contract with a tier system that increases referral reward rates as a referrer's cumulative referred volume crosses configured thresholds.
Scope
- Referral tiers: bronze, silver, gold — each with higher reward rate bps
- Tier computed from cumulative referred trade volume
- get_referral_tier(referrer) — returns current tier, volume, and next threshold
- Tier upgrade emits ReferralTierUpgraded event
- Tier downgrade not applied — tiers are ratchet-only
Acceptance Criteria
- Tier computed correctly from cumulative referred volume
- Reward rate applied correctly per tier on accrual
- Tier upgrade triggers correctly at each threshold
- Tiers never downgrade regardless of volume drop
- ReferralTierUpgraded event emitted with correct tier data
