Add buy cooldown enforcement middleware for creator key purchases

Summary

Implement server-side buy cooldown enforcement that rejects purchase requests from wallets within their cooldown period after a recent buy.

Scope

Check cooldown expiry for wallet before processing buy transaction
Store cooldown expiry in Redis keyed by wallet address and key ID
Return 429 with cooldown_expires_at in response on violation
Cooldown duration configurable per key via contract metadata

Acceptance Criteria

Purchase rejected with 429 when wallet is in cooldown
cooldown_expires_at timestamp included in rejection response
Cooldown set correctly after successful purchase
Cooldown duration reads from contract metadata
Redis failure falls back to database cooldown check
