windows: the apply step -- appcontainer, restricted token, job object - #4

Compile-only until now. Adds src/windows/spawn.cpp: one AppContainer profile per capability set, DACL/integrity ACE stamps for granted paths (opt-in), a restricted token for the read wall gated on a real probe -- exact production spawn shape, run three times, verdict cached for the process lifetime (insider 26300 is process-warmth dependent; a per-spawn re-probe built walls that killed every guest with 0xC0000142) -- /proc and /dev as a virtual-object-namespace sentinel, suspended + job-assigned spawn with mitigation policies. tests/windows_live_check.cpp (19 checks) plus the caps_print and kill_probe diagnostic tools. docs: platforms.md's windows column says "measured" and gains "notes from writing the windows backend" (probe caching, the grandchild/graceful-stop trap, the sentinel, the appx wedge); the README status block now says the macOS and Windows apply steps exist and are live-checked on their hosts, with no CI lane for either as the honest remaining gap. Verified: 15/16 ctest (aarch64_audit = known windows skip), windows_backend_test 47/47, windows_live_check 19/19.
