Use npm bundled with Node 24 and verify trusted publishing support before release. This removes the extra npm bootstrap download flagged by Scorecard. The branch also carries the verified compact development profile.
Validation: 412 native tests, formatting, all-feature Clippy, RustSec audit, actionlint, and the bundled npm 11.19.1 capability check pass. Publish destinations and provenance remain intact.
