Summary
Adds the OpenSpec project structure and baseline specifications describing
the plugin's current observed behavior: mode-dispatch, pane-launch,
gitui-integration, git-snapshot, session-summary, session-outcomes, and
agent-delivery (7 capabilities, 40 requirements, 102 scenarios). Every
statement is traced to
src/*.rsline evidence and passesopenspec validate --all(7 passed, 0 failed, no warnings). Docs-onlychange; no Rust code touched.
