Goal

Track execution of the phased stabilization plan for CI reliability, security, type safety, and maintenance.

• Phase 3: Dependency vulnerability reduction Reduce critical/high vulnerabilities from audit #83

• Phase 5: Cleanup and env contract alignment Cleanup dead code and sensitive env confusion #85

Delivery Rules

• Small commits only
• One concern per PR
• Each PR links a single approved issue
• Lint and tests must stay green

• No critical vulnerabilities
• Type-check strategy active
• Cleanup completed and documented
