REQ-DBG-01 Debugger needs to provide extension points which allow executing debug commands from the editor

There are certain non-standard operations such as setting breakpoints on data locations that are to be supported. This will require the debugger to provide extension points that allow the editor to pass instructions that augment the debugger flow.
