chore: release api7ee-runtime 1.2.14 with apisix-nginx-module 1.19.11

Bumps VERSION to 1.2.14 and apisix_nginx_module_ver from 1.19.9 to 1.19.11 on the api7ee-runtime line (OpenResty 1.21.4.4).

What 1.19.9 → 1.19.11 brings

• feat(stream): label a session to split the metrics zone below its listening address apisix-nginx-module#127 (1.19.11): stream session labels.
  • resty.apisix.stream.metrics.set_labels({...}) accounts a stream session's active count and later bytes under an ordered set of label values, on a (listening address, labels) slot. dump() returns them in a new labels field.
  • Unlabelled sessions keep their listening address total.
  • At most three quarters of the zone's slots can go to labels, so listening addresses added by a reload are still counted.
  • A slot grows to about 690 bytes, so apisix_stream_metrics_zone 1m holds about 760 slots.
• fix(upstream): apply the SSL trusted store without a client certificate apisix-nginx-module#126 (1.19.10): upstream SSL trusted store without a client certificate. upstream.set_ssl_trusted_store() now takes effect even when no client certificate is set. Previously the store was dropped in that case: a caller that enabled upstream verification with its own CA but no client certificate got an empty trust store, and every handshake failed with (20:unable to get local issuer certificate).
  • This is a behaviour change for this line: such configurations start to verify successfully.
  • Configurations that did not turn verification on are not affected.

Verification

• Module CI. apisix-nginx-module's CI builds and tests the module against build-api7ee-runtime.sh with ASAN and -Werror. t/stream/metrics.t and t/stream/metrics-reload.t pass there.
• Package. A package built from this line with the CI: add label to control CI #127 code (draft test: build api7ee-runtime against apisix-nginx-module#127 (do not merge) #492, amd64 and arm64) was installed and exercised with stream sessions labelled per service: live active counts and bandwidth split per label set, and per-address totals unchanged.

Needs the 1.19.11 tag of apisix-nginx-module before CI can pass.
