What changes were proposed in this pull request?

Port of #69 to develop/4.4.0/3.5.4.5 (same 8 commits, conflicts resolved for 3.5):

  • A precondition job runs dev/is-changed.py and skips the pyspark, SparkR, Docker, Kubernetes and TPC-DS jobs on PRs that do not affect them. Pushes, manual runs and PRs to release/** still run everything.
  • A build-spark job builds and installs Spark once. The build matrix, pyspark, SparkR, Docker and Kubernetes jobs restore it through .github/actions/restore-spark-build instead of rebuilding.
  • CPU-only torch==2.0.1 / torchvision==0.15.2 from the PyTorch CPU index, and a prebuilt R arrow binary from Posit Package Manager.
  • Arenadata artifacts resolve from the public https://maven.arenadata.io/arenadata mirror. This removes dev/ivysettings.xml, the ivysettings branch in IsolatedClientLoader, the ivy secret in DepsTestsSuite, the sbt GitHub credentials and the CI token plumbing. Deploys (publish.yml) still go to GitHub Packages.

A precondition job uses dev/is-changed.py to gate the pyspark, SparkR, Docker, Kubernetes and TPC-DS jobs. Pushes, manual runs and PRs to release branches still run everything.

The PyPI torch and torchvision builds pull in several GB of CUDA libraries that the runners never use.

Posit Package Manager serves a binary for Ubuntu 24.04 when the R user agent is set, so the package is no longer built from CRAN sources.

The build-spark job uploads the installed Maven artifacts and the build output. The build matrix, pyspark, SparkR, Docker and Kubernetes jobs restore them instead of rebuilding Spark.

The mirror proxies GitHub Packages without credentials, so builds, Hive client tests and CI no longer need a token or the custom Ivy settings. Deploys still go to GitHub Packages.

ADD JAR ivy:// and spark.jars.packages resolve through spark.jars.repositories rather than IsolatedClientLoader, so the tests need the mirror there as well now that dev/ivysettings.xml is gone.

The Spark Connect client pushes every spark.sql.* system property to its server, so a global spark.sql.maven.additionalRemoteRepositories made each UnsupportedFeaturesSuite test retry for about ten minutes.

SparkSQLEnvSuite resolves Hive through IsolatedClientLoader with metastore jars from Maven, so it needs the Arenadata mirror just like the sql/hive tests.
