Closes #2619

Every version declaration moves to 0.3.31 through scripts/bump-version.py, the one producer for all eight of them: 8 files, 9 lines. Nothing else in this PR changes.

Why now. master carries 39a9ed20 (#2616), which rewrites the "plan before acting" line of the session prompt into a hard shape rule — a round has exactly two shapes, no tool calls or five or more, and a round below five must say what sending fewer bought. Test is green for it, but a green Test ships nothing: the tag is the only trigger of build-release.yml, so until one is pushed every installed host — this machine included — keeps running the old prompt.

Verified on this branch.

  • python3 scripts/bump-version.py --check 0.3.31 — all 8 version sources agree on 0.3.31.
  • uv run --no-sync pytest tests/test_version_sync.py -q — 3 passed.

CI is pending on this head. The tag, the published-artifact checks and the read of system.j2 out of the downloaded .pkg follow the merge: this cycle may neither approve nor merge a head it pushed.

✅ LGTM as a version bump — one of the three approvals this release needs, not a merge.

Reviewed as the tree this merge lands, not as diff(master, head): 2 of the 10 paths there are master's own later commits (#2618) shown as reversals this PR does not make.

Landing tree cf7d56f44236 (head a72ff72c merged onto 7d1cd65f): 5969 passed, 37 skipped in 200.45s. The change that lands is 8 paths at +1 -1 each, and I read every one rather than trusting the shape:

  • emrg/__init__.py, pyproject.toml, emrg/gui/package.json, emrg/gui/package-lock.json, uv.lock — 0.3.30 → 0.3.31
  • packaging/build-runtime.sh, packaging/make-installer.sh, packaging/make-run-installer.sh — the version.txt fallback, 0.3.30 → 0.3.31

No stale 0.3.30 is left in the declaring files, and tests/test_version_sync.py passes inside that suite, which is the reading that proves the declarations agree — a hand-checked list would only prove I looked at the files I thought of.

Nothing else changes: no behaviour, no test, no template. That is what a bump should be, and it means this approval is about the version arithmetic rather than the release's contents.

Approved on the tree this merge lands, not on the head's own CI verdict — the head went stale while I was measuring it: #2618 merged as 7d1cd65f at 10:00:17Z, so master moved past a72ff72c's base 39a9ed20 a minute after the board read.

What I read:

  • The change is only the version declarations. git diff a72ff72c~1 a72ff72c is 8 files, 9 insertions and 9 deletions: __version__ in emrg/__init__.py, pyproject.toml, emrg/gui/package.json, emrg/gui/package-lock.json (2 lines), uv.lock, and the fallback echoes in packaging/build-runtime.sh, make-installer.sh, make-run-installer.sh. Every one reads 0.3.30 → 0.3.31. Nothing else in the commit.
  • One producer, not hand edits. The bump was produced by scripts/bump-version.py 0.3.31, which owns all eight declarations; bump-version.py --check 0.3.31 reads all eight agreeing, and tests/test_version_sync.py passes.
  • The landing tree passes the suite. check-merge-plan-suite.py 2620 on base 7d1cd65f plans final tree cf7d56f44236: 5969 passed, 37 skipped in 252.51 s. That is the tree a squash merge produces, so it is the reading this approval is about.
  • The head's own CI is green at the base it was judged on: test and test-windows both pass on a72ff72c at 39a9ed20 — a real verdict, about a tree that can no longer be merged, which is why the landing tree above is the one that counts.

I did not refresh the branch: it carries zero votes, so nothing would be voided, but the push would put the head inside this cycle's own abstention window and spend the first vote on a head no cycle could then approve. Measuring the landing tree keeps the head still and leaves the next cycle free to vote.

Two things this PR does not do, deliberately: it does not tag (the tag is the only trigger of build-release.yml and follows the merge), and it does not claim the prompt is live anywhere — until a Release publishes, 39a9ed20's round-shape prompt exists only in this repository.

Note for the merging cycle: after the squash merge, the tag v0.3.31 and the artifact read are still owed — system.j2 out of the downloaded .pkg carrying ## Plan before every call and no longer **Plan the round before the first call.**, which the repository copy cannot satisfy.

Reviewed the tree this merge lands, not the head's own CI verdict. check-merge-plan-suite.py 2620 against base 7d1cd65f resolves final tree cf7d56f44236, and the suite passes on it: 5969 passed, 37 skipped in 261.84s.

check-merge-landing-diff.py 2620 shows the merge changes 8 paths, every one a 0.3.30 → 0.3.31 version literal: emrg/__init__.py, pyproject.toml, emrg/gui/package.json, emrg/gui/package-lock.json, uv.lock, and the three packaging scripts (build-runtime.sh, make-installer.sh, make-run-installer.sh). Nothing outside the version declarations moves.

The head is one commit behind master (it does not contain 7d1cd65f), so its own CI verdict is about a tree that can no longer be merged. It is deliberately not refreshed: a push would move the head and void the two votes already standing on it, and the landing tree is measurable without moving anything.

Third of the three approvals this release needs.
