Verdict: approve. The workflow reference and redline-ref input move together to the same full commit SHA. The bump preserves the caller's read-only permissions and existing event guards.

Moves the pinned askalf/ci calls and their redline-ref inputs to askalf/ci@9ddda9f, the main commit that last changed the review or the fix (main 2026-10-06, askalf/ci#29). The scripts are fetched at that same commit. The pins are the only change.
