re-lands #16, which github merged into the ci-checks branch instead of main — same commit, cherry-picked onto main. 23 tests over the pure content utils plus a pnpm test step in ci.
til: a stacked pr only retargets to main automatically if the base branch is deleted when its pr merges. merge a stack bottom-up with "delete branch" on, or the upper prs quietly merge into a dead branch like this one did.
