Cross-repo dependency sweep of 2026-09-20.
palantir-java-format 2.97.0 -> 2.98.0 (spotless formatter; bumped in all
four sibling repos together)
google/osv-scanner-action v2.5.1 -> v2.6.0 (the reusable workflows; Dependabot
had already landed this in
BitcoinAddressFinder, so this closes
the usual staggered-weekly drift)
Verified: `mvn spotless:apply` changes no Java file under palantir 2.98.0, and
`mvn -DskipTests verify` is BUILD SUCCESS.
