Exporting programs should clean up deleted programs/folders/categories

When exporting stuff out of ICE/BIS it should check to see if the report still exists and if not delete it. This shouldn't happen that often, but if a program gets removed in BIS it should also get deleted in git. Same goes for a category/folder
