The web-api-capabilities handler (workflow_syncer) had no metrics on the actual outbound fetch or the response delivery back to the node - both legs were only visible via logs. Adds gateway-side counters for requests received, fetch outcome, and response delivery, and fixes the node-side OutgoingConnectorHandler metrics (empty method label, rate limiting counted as generic failure).
