chore(release): record external documentation and host verification

Still valid as an external/release-candidate evidence task. Keep it out of product-code PRs and run it only against an immutable release candidate after the repository-owned contracts are complete.

Purpose

Some final claims require a published artifact or host and cannot be proven by
deterministic repository tests. Record that evidence after the release candidate
is immutable rather than treating environmental probes as a product PR.

Required record

For every probe, record date, commit/ref, release, URL, Python, Action, and
Claude client as applicable:

• external links and built long description;
• released wheel and sdist installation;
• released composite Action behavior;
• local Claude plugin validation and --plugin-dir use.

Store evidence in the issue or another external artifact keyed to the immutable
commit/tag so recording it does not change the SHA being verified.

Acceptance

• Each claim names the exact immutable candidate and environment.
• Failures caused by unavailable external state are marked unverified, not
  passed.
• No persistent marketplace installation is attempted or claimed; the repo has
  no established marketplace owner for that command.

Non-goals

• No product code or documentation rewrite belongs in this issue.
