Remove template placeholders and align experiment titles - #26

The issue config linked to a placeholder Discord URL, the bug template asked for an assignee placeholder and app click steps, and CODEOWNERS carried unused template text. The issue template now asks for the document, section, and release. Experiments 0009 and 0010 use the same title form as the others, and EXPERIMENTS.md says number gaps are expected.

What changed
.github/ISSUE_TEMPLATE/config.yml: the contact link washttps://discord.gg/block-opensource (/add your discord channel if applicable), which is a broken placeholder URL. It now links to the Block open source Discord.bug-report.mdasked for "Go to / Click / Scroll" steps, an OS, andassignees: add codeowner's @name here. It is replaced byprotocol-problem.md, which asks for the document and section, the problem, the host and release where it was found, and the sovereignty impact.@daveh-beep.Experiment 0009 — Title. The others useExperiment 0001: Title. Both now use the colon form. EXPERIMENTS.md now says that numbers are identifiers and gaps are expected, because 0004, 0005, 0007, and 0008 do not exist.Not changed: 0009 and 0010 are still shorter than the template. Expanding them changes experiment design, so it belongs in its own PR.
Not needed: SECURITY.md and CONTRIBUTING.md.
