This PR releases 0.61.0. It ships the three parts of #673 — A workspace keeps its old image after a pull, and a recreate ends its agent:

What changes

  • dl --ls names each workspace that runs an older image than its reference names.
  • dl <ws> recreate starts the agents that it ends again, in the panes they held, resumed. With "features" in devcontainer.json, the recreate removes devpod's derived image tag first, so the new container is on the new base.
  • dl --refresh-stale recreates the stale workspaces that are idle, and it skips busy ones and says why.
  • A real host checked all three on 2026-10-15. The results are in the report on #677.
  • The version moves from 0.60.1 to 0.61.0 in all four copies: rust/Cargo.toml, rust/Cargo.lock, the README's dl --version line and its conda badge. The release adds features, so it is a minor bump.

Checks

The release build prints dl 0.61.0. test_readme_cli_doc.py, test_changelog_frozen.py and test_version_untaken.py pass (41 tests).

Labelled no-external-review like earlier release PRs: the diff is the version number and the CHANGELOG heading. The three feature PRs had wf-review reports.
