Version bump for the 1.7.0 release; the changelog header gets the release date (2026-10-01, adjust if the tag lands on another day).

Release benchmark (RELEASE.md step)

main at f610255 against 1.6.1 (bench-base, fe19ede), one pinned core, minimum of medians over three interleaved rounds, all three bench.py modes:

Benchmark 1.6.1 1.7.0 ratio
FileStorage decode (per record) 41.4 µs 15.0 µs 0.36
FileStorage encode 5.50 µs 4.82 µs 0.88
PG JSON pipeline, median 42.9 µs 10.5 µs 0.24
PG JSON pipeline, P95 89.7 µs 28.5 µs 0.32
synthetic decode (10 categories) 0.29 to 0.87
synthetic encode (10 categories) 0.77 to 1.08, deep_nesting 1.38

The one slower median, deep_nesting encode (1.34 to 1.85 µs for 100 levels), is the encoder depth guard of #19; its changelog entry now says so, as RELEASE.md asks. The performance page was re-measured on the #52 tree in #55 and matches these numbers within noise, so it stays as is.

245 Rust and 420 Python tests on the release tree.

After the merge

The push to main publishes a dev build to Test PyPI; the GitHub release with tag v1.7.0 then builds the PGO wheels (Python 3.12 to 3.15) and publishes to PyPI.

Release benchmark against 1.6.1 (bench-base fe19ede, one pinned core,
minimum of medians over three interleaved rounds): FileStorage decode 41.4
to 15.0 us per record, PG JSON pipeline median 42.9 to 10.5 us and P95 89.7
to 28.5 us, synthetic decode 0.29 to 0.87 of 1.6.1, encode 0.77 to 1.08
except deep_nesting at 1.38 (the depth guard of #19, now noted in its
changelog entry). 245 Rust and 420 Python tests.
